To reinforce the point, the resources are best dropped off at central locations; why waste fuel travelling all through the suburbs when you can leave it in the city?

Also, don't discount regional variations. Chicagoland will do very well because it is the central hub for the nation, and all of the suburbs have major rail lines running through them where traffic will be traveling on them to Chicago for redistribution.
