Would it be possible to give a vessel a "planetary occupation" specialization? For example, if, after conquering a world, if I chose to hold it with a ship specialized for such a function, would it be possible to reduce the total point value need to occupy the system?

I'm still puttering on my OOB, and the new changes are good, I say. Removing tech does streamline things, as 300 points into techs now seems like a lot, but doesn't seem nearly as impressive once ten payment periods have rolled by and your high-tech ships are kicking ass.

The interdictment fields, those are to stop FTL, yes? STL speeds are unaffected by interdictors, and interdictor ships are not fast STL by default, right? I'm trying to go against the grain.

To clarify further, chances are no. Tech increases shouldn't really be taking place. If you'd like to play a game where tech levels change on a monthly basis, Space Empires 5 is always an option. The last thing I want to see is someone spending 150 points on "uberwin tech #4".

On that subject, tech sharing. No. Maybe if you expend a serious time and resource investment into it, and talk it over with the mods, then maybe, but chances are the answer will be "no". There might be some sort of exception if a nation decides to trade a signature tech with someone else, but that can lead to other complications...like your fancy new communication network having a nasty little backdoor that your supplier can sell to the highest bidder.

It would still take considerable time, especially since you wouldn't have the benefit of experienced scientists and engineers from the other side helping you out. It would also be subject to mod approval and judgement.

The one place I approve of this is analysing the code of captured ships from the Microsoft AI and finding some exploitable buffer overflows in the comms handlers. Because you just know they're going to be there. This kind of thing would doubtless take up some of your per-turn build allocation though.

Question, does interdiction and EW stack? Could a fleet of smaller ships combine their interdiction/EW capabilites to equal the effects of a single large ship with the exact same bonus to interdiction/EW?

Interdiction is, as I understand it, manipulating space/time to prevent hyperspace transit out of or into a system. Electronic Warfare is about manipulating data to reveal/conceal the true nature of the battlefield, be it through messing with communications or spoofing targeting software.

They are not related.

As far as giving smaller ships vs. larger ships, I would imagine that larger numbers of smaller ships could cover a wider area with EW/Interdiction, while larger ships could mount more effective devices with somewhat improved individual areas.

Red Leader, remember that anything that gives warships a bonus should be factored into the costs of the ships themselves, not general tech.
