Simm-Master is clearly manic, like the recent Doctors. He's cracking hilarious injokes on national TV, rating himself on killing cabinet at a stroke, and mocking the United States President. Jacobi was, as you'd kind of expect, far more bitter and menacing.
I thought he pulled the disk out to disable the guidance system on the rocket, but I've been reminded they only needed to *launch* it remotely.
I was interested to see that the 'zomg teh layzors' is apparently standard for regeneration these days. The Master's was more multicoloured, but we've seen Time Lords regenerate for decades without fireworks.

Supposedly he calms down a little in the upcoming episodes, they make a point of mentioning that immediately post regeneration he's been deliberately made more manic than usual.
They also stated that the regeneration was intended to be the same as the 9>10 regeneration, with RTD intending to make that the standard type from now on (they mention each previous regeneration seemed to be something a bit different). I noticed the Master's looked fancier, but that's probably because they FX guys have improve a bit since then.

I just hope they DO keep The Master as a recurring villain from now on. It's been too long and the Daleks are down to one rather smart example now, who won't be taking on the Doctor any time soon.
The Master, however, has seemingly gone about trying to takeover the UK, then probably the planet and more before The Doc and co. even get their pants back up. They were well and truly stuffed when we last saw them.

I'll say this again, the Face died in the year 5 billion and change. The Master was in the year 100 trillion, 99.005 trillion years later. Saying 'oh he was found on his planet' is like saying Captain fucking Cook knows about me, because he was around here two hundred years ago.

Thus he's not really helping at all: if the Face hadn't said anything at all, it wouldn't have made a difference either way. It's not the like Doctor went looking for Time Lords or anything.
And Saxon *was* already active in the 21st century, so he could have noticed that - but then apparently the Doctor couldn't detect another Time Lord because even though he was in the past he hadn't 'caught up' yet ... or something.

Could the 13 regenerations simply be a rule imposed by now-extinct Time Lord society, and in reality a Time Lord can regenerate as often as he likes?
