I moved the Chamara a bit as they noted. How's this so far? I stuck myself on there, up near the mid-top of the sphere. These are all open for revision, none of us really wants to get stuck next to people if it doesn't work for theme. I just wanted to be over out of the way, and I expect for another large alliance to consume a great deal of the SW sector.
And, honestly, I could probably make a 3D map out of this too, later. Just to give people an idea of the space once it's finally sorted out.

Thirdfain, to avoid confusion, may I request that you edit the title of your OOB? The title of it still reads "Polish Hegemony," which I've copy/pasted a few times.
Also, starmap-wise, the Golden Sky Combine space would be located approximately 6-7 hexes southwest of Sol, in a two to three hex area - that is, unless I'm missing my guess as to what a "hex" implies.

I have it in my OOB because the Polish Republic does not technically include Miedzymorze- a not insignificant region of my TErrestrial holdings are not the Polish Republic, but rather puppet states. If you're moving the RotSB left, please move my splat-shaped territory a little right and down to where they were, so that there is a contiguous (though tortuous) link between the NGTO powers.
A few of assumptions I made earlier:
* Standard tractor beams are strong enough to make an equal sized ship unable to escape with engine power alone. However this draws a lot of power and creates a weak spot in your shields. Try it in combat and you will be giving yourself a serious disadvantage for no real advantage. Tractors are also fairly short ranged. Mostly they are good for towing disabled and derelict ships.
* Using technobabble to disrupt tractor beams makes both the emitter and the technobabble device blow up. Generally, suddenly disrupting anything that involves a lot of power will make something, somewhere blow up (this was a joint assumption with Dahak, he blew his tractor beam emitter up, so it seemed only fair to blow up my displacers).
* Cloaking interferes with a tractor beam enough to make breaking away with engine power feasible, but difficult. However since cloaks block shields and your initial position is known this will usually get you blown up.
* Cloak strength is proportional to the fraction of the ship's points spent on it. 50% is pretty good, 90% is nigh unbreakable, 10% is superficial and defeated by any serious tactical or strategic scanning (basically it only works when they're not explicitly looking for ships in that volume).
* FTL speed is similarly proportional to the % of the ships points spent.
* EW and interdiction however are absolute values. I think SirNitram explained how interdiction works earlier.
If any of those are wrong please do say.
Quite a few people have spent points on 'anti-capship guns'. This needs to be kept under control to prevent it being unbalancing. I would suggest something like 'double strength against ships of 40 points or more, 1.5x strength against ships from 20 to 40 points, normal strength against 10 to 20, useless against anything under 10'. That would makes these 'artillery' ships handy against battleships but vulnerable to DD and FF swarms. Mod ruling needed I think.
I spent 20 points (though I may build some more later) on funky 'micropermute your timeline from long range' devices. These work just like a 20 point spy network upgrade that can only do sabotage, not intelligence gathering or assassinations or anything else. On the plus side, they can focus all their efforts on one city-sized location, which a spy network probably can't. Like the 80 points on anomaly/interdiction minelayers I thought they'd be fun to RP and probably not have a significant effect on mechanics (a couple of production points lost at best).
