Kel-mar-Chul unhesitatingly retrieved his touch-stick and, holding his datapad in his left hand, used his right mid-tentacle to sign the document. For a nation that had thus far mostly observed the negotiations with chilly interest, it seemed that High Diplomat Chul wanted to see the signing proceed as quickly as possible.

High Diplomat Chul was once again consulting his aides in whispered tones, his utterly alien gestures unreadable to anyone unfamiliar with the Khurl. It was clear he was finalizing something, and judging from the checking of datapads and the long lines of discussion, it was something that the Republic considered important. Finally, the Khurl concluded his conversation with the Shultakk and Gharn assistants and strode forward to the podium once again.


"I personally applaud the guarantees of independence that the Polish Hegemony and Kingdom of Isdenestilom have extended towards the Heralds of Xylyx. Upon careful review, the Glorious Republic also extends a guarantee of independence to the Heralds of Xylyx, until which time a satisfactory investigation is performed that proves Herald involvement in the alleged attacks upon the UISC and Nephilim."

The Uche would look at his Diplomats, and sign the treaty , but he would get up, and make a speech "I Sign this treaty, only as to avoid status as a small maligned galactic power. However, The people here are all defending these machines, when one Of my Sensor-ships captured this entire incident on its sensors. The Logs have been unaltered, and I will bring it directly to Earth. Its estimated time of Arrival is about 2 weeks in Warp, and as such, we will withhold any funds that the Collation requests until that time." The Man would sigh, as he started again "As well, this action of guaranteeing the Herald's freedom is also interfering in a private matter between interstellar nations. We will not be intimated by threats against our local Sovereignty!" He would slam his fist onto his desk, as he started with his next point "People of this conference Hear me out. First its this action, then it will be policing your own space. This Coalition could try to pry into every facet of our Star Nations, and we must be careful not to let them take over." The man would sit down, confident in his speech's impact.

President Mitsuishi and her delegation arrived in the main hall just in to to hear the Trans-Genetic Alliance's potentate's speech about how the Coalition would surely tumble down the slippery slope to being the very type of hegemony it vowed to defend against. After waiting for the Logos Centrality representative to sign the treaty, Elizabeth seized on the opportunity to raise a discussion, while the Uche's speech was still fresh in everyone's minds. "Yeah, I've got a question for the Trans-Genetic Alliance representative. So, you say that you've got unaltered sensor logs of the incident in Nephilim space, and that they'll take two whole weeks to get here for review by everyone else?" Elizabeth queried.

To many of the diplomats in attendance, the sight of this newcomer, clad in a French maid outfit and accompanied by a retinue wearing sailor fuku, suddenly barging in and asking questions of the other delegations would be quite...gauche, for lack of a better term. "The time frame you've given out seems quite convenient, doesn't it?" Elizabeth continued. "While the rest of the Coalition's waiting to review these purported logs, the NGTO has the perfect opportunity to wage their campaign against the Heralds of Xylyx. When the logs finally do arrive, it will be too late to stop this conflict through diplomatic channels, which is precisely what the NGTO wants. Their representatives here want to keep the Coalition tied up in red tape while their armies have a free hand to burn and pillage the Heralds' territories."

Elizabeth halted her tirade while she took the treaty document from the Logos Centrality representative and took a few moments to review its contents. "Also, I would believe that the diplomats gathered here would recognize a slippery slope fallacy when they saw it," Elizabeth resumed. "According to the treaty as is, all this Coalition will do is act as an international judiciary and nothing more. Any expansion of its powers is solely up to the members themselves. I believe it would be safe to assume that our respective sovereignty will not be threatened in any way by such an arrangement, unless we really do want the Coalition to form a secret police force and tell us how to run our countries. I sincerely hope that nobody here will be insane enough to suggest such an amendment in the first place, much less actually ratify it."

With a few swift strokes of her pen, Elizabeth signed the document. "The Congress of Colonial Settlements signs," she proclaimed. She sat down, with Flag Admiral Hernandez and Marshal Nguyen following shortly afterwards; meanwhile, the Marine honor guard stood firmly at attention, bearing silent witness to the entire affair.

Still the center of a storm of political intrigue, the Herald's massive emissary waited for the various other negotiators flurry of signing to die down before standing and delivering a short speech.

i have been in contact with Central Intelligence, and We have decided that, in recognition of the political situation that We currently occupy, which i will admit i do not quite understand given Our honesty in this subject, that i am not authorized to sign. Such signature would serve to further complicate this already highly irrational state of affairs. When the situation has resolved itself, i am then authorized to sign.

i have also been informed that a new model of negotiator drone will be produced and sent here. my performance as a negotiator has been repeatedly questioned, and Central Intelligence believes that We will be better served by a more subtle diplomat. i will continue to be in command of Our diplomatic branch on Terra. As such i have been ordered to request that We be allowed to build an embassy located on this planet. We think that this gesture would help facilitate more peaceful coexistence between Our various nations.

The Uche, thinking for a bit, responded pragmatically "Well then, If my intent is unfounded, I will volunteer the City of New Mombassa as the location for this Embassy. We have many Cyborgs who can.. interface.. with your Intelligence. However, we will start to investigate Non violent actions to solving this crisis. The NGTO is willing to speak, as my Harmony Sphere is arriving. In fact" The Uche stopped, and proclaimed "I will send out orders to forbid my troops from invading untill the Harmony Sphere can start this investigation!" The man would then sit down, and nod at the drone, wit an expression of "You owe me"

While i appreciate the offer, given the current state of affairs between your faction and Ourselves. Now, i must excuse myself, as i have made previous plans with the U.S.A. and given the U.S.'s past of hosting embassies, such as the former UN, We have hope that Our embassy can be built in this country. The Coalition of Nations

The Coalition of Nations will act as a source of international law and justice, a forum for the airing of grievances peaceably between nations, and an instrument for the expansion of trade and the fostering of mutually beneficial ties between the civilized nations of known space.

Each member will hold one vote, measures and decisions will be passed by a general vote of the coalition, with majority rule. Decisions to add or remove members, or to change the Terms of the Coalition's Agreement will  require a vote of at least 2/3rds in assent to pass.

In the event that a nation fails to vote on an issue for 1 standardweek, their vote will be counted an "Abstain." Any member will bee free to present a suggestion before the Coalition for voting.

The precise duties of the Coalition will be to:

I)  Secure free and equitable trade between all members 
II)   Secure the spaceways and persecute piracy
III)    Provide a forum for organizing international efforts against organized crime
IV)   Provide an international court for the moderation of disputes between nations
V) The Coalition will under no circumstances require the deployment of troops on anything other than a volunteer basis in the pursuit of these goals

Members will be required to pay a small due for the maintenance of CoA facilities and meeting-places.

The Coalition is not a mutual defense pact or a military alliance- it acts as a forum for the discussion and the reaching of decisions for the common good.

The USA diplomat present at the conference, now authorized to actually sign the preliminary Coalition document, did so quickly, sending it through just before the first act as a coalition was announced.

Signaling his intent, the diplomat said simply "The United States of America votes aye."
