The only way a government drug program to eliminate a givin idea is easier and more inconsequential than a government extermination of holders of that idea is if that government has not yet turned into a brutal tyrany. Here's the point that has sailed above your head: ideas are hard to suppress completely for the simple reason that they make copies too damn fast. Indeed, the more subversive an idea seems (and suppressing an idea makes it seem pretty damn subversive), the faster it copies. This is why ideas are hard to completely destroy, and a cursory analysis reveals that suppressing an idea with drugs is at least as hard as suppressing it with guns.
