From the quickly completing Herald's Embassy in international waters a message winked out.

We have been silent in recent weeks, preparing Our defenses against the aggressive incursion threatened by the NGTO, and now the members of the Coalition have seen why. Having already manipulated events against us, in a futile attempt to declare war, and now We see that their reserve fleets are moving. Clearly this is a precursor to another underhanded attack. We also think that it might not be unreasonable to suspect them of having manipulated the attack of the 'Space Monsters' in order to inspire fear in the Coalition. The exotic FTL methods used would seem to coincide with the exotic technologies that members such as the Kirotir'nah use. They have proven themselves a plague upon the peace loving races of the galaxy, and stand in the way of the Future. No more!

As of today, We, whom you have called the Herald's of the Xylyx, are declaring war upon the NGTO. Any member of the group who does not cut off all diplomatic relation with it will be a target. And do not misunderstand us, but We do not show mercy. Your militaries will burn, your industry will be crushed, and all who do not sue for peace will be killed. This is Our Ultimatum. Comply or perish.

We furthermore petition the Coalition to declare war upon this clearly hostile force. They have repeatedly threatened the harmony of the galaxy, and should not be allowed to continue.

And lastly, to the Kirotir'nah, who have repeatedly proven to be the most difficult of the NGTO races, we have a separate message. You will be shown no mercy. Go home, hold your children, so they can die in your arms.

High Diplomat Chul looked somewhat surprised...or at least as surprised as a squidlike sentient could look: his mid-tentacles quivered in slight discomfort, and his eyes widened in his brief moment of shock. Tone carefully neutral, he addressed the entire chamber with carefully-chosen words, "The Republic has guaranteed the independence of the Heralds of Xylyx in wars waged against them. Should the Heralds choose to engage in preemptive strikes, then we will formally withdraw our guarantee. War should not be waged on mere suppositions."

Ambassador Felsith had been in a bad mood lately. First there was the issue of how their relationship with the Republic of the Skybear, an NGTO member state, had put them in a tight position and forced them to declare neutrality in this whole mess. Then there was all the shit that had been flying about in Africa and his people's involvement.

Thus, when the Herald ambassador made his statement, Felsith had already given up his last shred of patience for warmongering dipshits. His superiors agreed.

Preserve peace you say? And yet the NGTO were the first to amass a fleet, the first to threaten. Preserve stability? One of your members is torn apart by civil war, slaughtering its own citizens for what? Some petty politics. Your mutual defense pact cannot even protect its own citizens against pirate attacks. You are failures on the grandest scale, and now you seek to drag down the rest of the galaxy for your lack of competancy.

Don't insult us with hollow words. We have offered service, offered aid, and been forever truthful. What have you done? Bullied other powers, flippantly caused havok and loss of life. You are a scourge to the galaxy. You deserve to be purged.

However, the Coalition does not seem to share Our... enthusiasm... for this course. Rest assured, we will not pre-emptively strike. The Co-Operative drone then pointed its pulsed phased rifle at the Member of the Heralds, while the current chief Diplomat Mark would look upon the Herald, the man confident that he would not say any more garbage. "Members of the Coalition, This is self-Evident proof that the NGTO reports, however biased they were, had some level, of truth within them. Portugal is committed to maintaining order in the sphere and will not shirk its responsibilities. Though Portuguese commercial interests in the region are limited, no war has limited consequences. Ambassador Chul, I respect your position but I feel, and I hope that other members of this august group will agree, that any significant threat to interstellar peace and commerce must be met head on. Portugal will back this resolution.

Drastic measures must be taken to preserve stability in the sphere. Today we must set a precedent; the interstellar community cannot, and shall not, tolerate the actions of any nation or group whose actions would embroil the sphere in chaos and war. Portugal supports this motion.

And I have a proposal, that I would like the entire region of voters to hear.
