They're Goron-made bombs...and since all other Goron bombs are made using bomb flowers, I'm pretty sure it's just a scaling-up of the same industry.

Ah, I suspected as much. Other than that, I can't think of anything in the series that suggests the use of gunpowder. I'm pretty sure it's not explicitly mentioned in any of the games.

A light-gun game is different from "a shooter".

One of Link's friend/allies uses a projectile bazooka/cannon thing at the end of Twilight Princess.

Since they can evidently make fuses, they must either be able to extract the explosive from the natural sources (by drilling a hole in a bomb flower, perhaps), or make it (or perhaps proper black powder) on their own. And since they can produce fireworks, I think it's safe to say that whatever it is they use, it is functionally equivalent to gunpowder.

Also, those things are called powder kegs...

It makes sense that they would figure out how to extract whatever the bomb flowers use to explode...so they can have effective gunpowder at an overall lower tech level than Earth.

Considering how long ago we discovered gunpowder here on Earth, it's hardly a huge leap to think that they would have it there. (Given the Chinese originally discovered it well over a thousand years ago).

Wasn't there a Tingle DS game which was basically a re-touching of Balloon Fight?

Of course!
Or projectile. Anything, as long as he gets hurt.

Yes, though you don't really need a very advanced tech level to make gunpowder anyway. All the ingredients pretty much occur naturally, it's just a matter of someone mixing them and setting it all on fire. Making cannons and stuff requires relatively advanced metallurgy though.

Pictures added, thanks to the latest Nintendo Power. It appears that the game is fairly full fledged, you can move around and zoom, etc. Enemies are shown to be rushing link, but I see no damage meter. There are also going to be three game modes: bulls-eye shooting, enemy shooting, and a free-range mission mode which involves the aforementioned moving and zooming.

The orc camp outside the Arbiter's Grounds.
the Temple of Time
Death Mountain, the Goron Village in particular. This is obviously a bulls-eye shooting game.
One of the bridges in the game, I can't tell by sight, but I don't believe it's Great Hylian or Eldin.
The Hidden Village I believe this one is one of the enemy-warding ones.

All of the game modes will be multiplayer, although just one player will go at once. The packaging for the Zapper and game have been revealed, and no WFC symbol is visible, so it's probably offline. It is rated T, however.

Mind that the levels in LCT do appear to spoil parts of Twilight Princess, so be wary in following these links.
