Intended? Not in any recent revisions. Preference by job skills is given to work visas.. Which don't allow you to stay.
Actually, preference by job skills is also given for immigrant visas that allow permanent residence in the USA:

Apparently, consistancy in naming is no longer required. And people wonder why it's such a fucking mess.

Not really. What goes on on the southern US border is not something most Canadians really pay much attention to anyway.

I've actually known some Mexican immigrants here in Canada, and it's hard for them to be here. It's not like hopping the border into California, Texas, or Arizona. There isn't a large slave-wage infrastructure built for them here, and they're very far from home. The isolation from their home culture and from their families back in Mexico tends to be quite difficult for them. I had a Mexican immigrant coworker who actually had some skills and education, but he still went back home because he just found it too difficult to live thousands of miles from Mexico, in a city where there's almost no Mexican community and the ambient temperature dips below -20C in winter.
