No, they are two completely different shows which just happen to have Patrick McGoohan in. Secret Agent Man (known as Dangerman in the US) was made after The Prisoner, arguably the best and most fucked up (bar NGE) cult sci-fi series ever.

They were both spies, but all we knew of Number 6 was that he resigned from a London office and was promptly take away...

I'd say James Bond. But, he has to contribute some of his sucess to high-tech gadgets, and villians that give away thier plans. Still, when you've been foiling evil plots for 40 years and don't get your hair messed up, it says something about you.
