Was Admiral Conan Antonio Motti technically a High Admiral?

Was Admiral Conan Antonio Motti technically a High Admiral?

I was watching a New Hope earlier and was wondering could Admiral Motti be technically considered a High Admiral? He was not only in charge of day to day operations of the Death Star, but he was also handed the command of 4 Sector Groups, in Oversector Outer by Grand Moff Tarkin.

So was Admiral Motti a High Admiral? or just an Admiral?

In the new Death Star novel it says he is technically outranked by both General Tagge and General Bast even though the Death Star is primarily a navy venture.

To elaborate on my above post.

Both were officers from the Imperial Army contingent, and technically both outranked Admiral Motti, despite the fact that the station was a navy venture. Tarkin, of course, being Grand Moff, was above the petty distinctions of service branches. He outranked everyone.
It is unlikely that Admiral Motti holds the rank of High Admiral because it would be unlikely for a High Admiral to be technically outranked by anyone but a Grand Admiral or a Grand Moff. Tagge and Bast are not either of those ranks.

Didn't it say in Darksaber that "High Admiral" was a rank Teradoc made up for himself, rather than an official Imperial one?

The ISB has this to say about the rank of High Admiral:

"A Sector Group is the sum total of Naval strength which the Empire expects to commit to a normal sector. A Sector Group is commanded by a high admiral, usually a title granted to the Moff who heads the sector. If the sector is involved in constant and severe naval actions, the high admiral is a man distinct from the Moff, so the Moff does not have devote all of his time to the naval conflict."

Is there any official grounding for the rank of Fleet Admiral?

Teren Rogriss held it at one point IIRC, but I don't have my copy of Solo Command.
Turns out that a five way cross over between It's Always Sunny in Philadelphia, the Ali G Show, Fargo, Idiocracy and Veep is a lot less funny when you're actually living in it.
