I have no clue. www.symbols.com doesn't list it either. Is it possible that it was simply made up?

My best impression is that the lower part resembles many signs for the sun, while the upper part appears to have something to do with water.

I think it's just a made-up symbol by a company that wanted an exotic and somewhat mystical design for cheap pendants to sell to occultist wannabes.

I've seen it before! its a symbol devised by pranksters who wanted to start a marketing craze in the hope that people would fall for the lie that this symbol came from the Lost continent of atlantis. Trust me.
