That explains it then. But why does the interior still looks like shit?

My own idea on this is that the TARDIS we see now is the shattered remains of the vehicle she once was —probably restructured to a more primitive version of the Ship and jury-rigged seventy ways to Sunday simply to keep her up and running. I would venture to guess from significant damage resulting from whatever method the Doctor employed to destroy Gallifrey.
