I'd like to make one brief statement: It's been established that Coruscant's orbit is far enough from its star that it requires orbital mirrors to reflect more sunlight onto its surface to maintain its temperature. As such, if you want to freeze the planet, you would need to seize or destroy these installations, which would be much simpler (and cheaper... You are the CIS after all) than getting specially built ships to perform that job.

The OSETS mirrors aren't used because Coruscant's too far away from her sun. It's used as a climate control tool, reflecting sunlight and heat to places that require it at the time like the polar regions and such.

Also, if Coruscant's too far away from its primary and receives x amount of energy, the surface would STILL receive more or less the same amount of energy if sunlight was reflected off mirrors to her surface.
