The Daleks tech is low compared to the TLs and virtually all FTL travel is done across the 4th dimension.

Yes the Time Lords are stupidly advanced: on matter transmission "We mastered such toys when the galaxy was half its present size" However they see the Daleks as a threat to them The Daleks have built true time machines (the chase, don't watch it its lame.) as opposed to the time corridors (very cheap and nasty) they usually use. They have also have constructed objects larger on the inside than outside (hyperspace trickery) and developed weapons that can work inside tardises (War of the Daleks, read it it's good.)

Oddly enough the one time daleks did technobabble, they got it right...
Unlike most DALEKS in the past that used panels located around the "shoulders" as solar-power collectors, These DALEKS use this area to contain the Short-range shield generator plates. Much like Star Treks Borg these adapt to protect. They do have one flaw, they only protect in a lateral direction, meaning the DALEK is vulnerable to attacks from above and below

It already had a tractor beam or sucker though, didn't it? I personally hope that theDoctor won't try to sound terribly scientific. Resurrect Tom Baker! Bring back K9 too!
I think that the first series was hilarious with all the anachronisms. In one ep the Doctor finds himself on earth and matches wits with a Room sized AI supercomp with lots of spinning spools of mag tape, the funniest part was when, to test it's intelligence, the Doctor asked it what the square root of 2 was, and after giving a number, the Doctor said, "Yes that's just about right." It was hilarious given that I could find that square root on my wrist watch.
