My vote goes to cheng shui-bian.
What's that I remember about starting one-sentence threads with zero context about shit nobody knows about? Just asking here.
He's the President of Taiwan since 2000, apparently, and he's unpopular as hell. It seems like a bit of an ask to call him the worst national leader in history, especially without any supporting arguments at all.
In that vein, I vote for the Emperor Alexius.

He signed the Bay of Pigs plan without reading the damn thing, that trumps anything GWB did. Bush acted with malice, JFK was just stupid.
The whole Cuban Missile Crisis thing wouldn't have been a crisis had he just went through with the air strikes once we knew about the damn missiles. All the Soviets could do is bitch and moan on the floor of the UN, if they were stupid enough to go to war....

In a sociopath's conception of international relations, Kennedy did indeed squander a chance to "win" the Cold War. But one wonders about the repercussions for our NATO allies who were in range of Soviet IRBMs, and more to the point about the desirability of killing millions of Soviet citizens as a first resort in a crisis. Yeah, funny that - I guess Kennedy would be recalled as "worst US leader" if he went through with it. Not to mention that any possible invasion of Cuba would immediately get tacnuked, as the Soviet commander there had tactical missile complexes deployed and ready, and the authority to use them in case of invasion at well. Since we're on WW3 in Cuba; I've always loved the following passages from Ressurection Day, by Brendan Dubois:
