At first glance, it looks almost as if it is under construction, but I guess it's just part of the architecture. Very interesting.

in answer to your question, Mobius, that is a lyric from a song entitled Lean On Me. But...that's kind of a combination of two sentences and makes no sense. the whole song goes like this:

designed by Philippe Stark. Japanese radio host seemed to referred to it as the "golden Turd"
edit: the impregnated building is the HQ of the Asahi company (nothing related to the asahi shimbun )
