Because of INDEPENDENTS who were allowed to vote in Open Primaries. The exit polls demonstrate that McCain would have LOST to Romney in both states if the primaries in NH and SC were closed to non-Republicans. McCain got FEWER votes than Romney from those who self-identified themselves as Conservative or Very Conservative. I do believe it was Reagan who first started saluting military personnel as President. He never served in the military. Former Supreme Allied Commander in Europe, and retired General of the Army Dwigt D.
