Personally, I thought he was by far the most competant person on the short bus today. Of course, this isn't saying much.
I had an amusing fantasy about UNIT in the same situation. It involved a platoon of soldiers and a Valiant type aircraft carrier.
It's always helpless aliens in this, too. I want to see a judoon or a cyberman wash up some time, and for them to have to confront the fact that they can't do jack about it but accede to whatever demand it makes.

Torchwood's survival seems to entirely count on the aliens that come through the rift being armed only with teeth and claws, or otherwise helpless.

An Earthshock one, I think you mean. Yesterday's episode was pretty decent, I thought. They managed to avoid the easy way out by not making Rhys forget about everything, though it'll probably never get mentioned again.
Indeed an Earthshock Cyberman could reasonably take on an entire guard of the human race's equivalent of the time, and they seemed to be reasonably competent.

They were still highly allergic to gold - the Doctor killed one with Adric's star pin ... although he did it by grappling with the Cybernetic monster and gringing the gold into the respirator, as it's supposed to be.

Unless Jack just happens to know about the wars against the cybermen (not terribly unreasonable), who were reduced to 'a race of gold plated hat stands' two thousand years before his native time, I don't see how that would help. The chumps aren't going to somehow discover that the cybermen are allergic to gold. And even then, how much gold do they have hanging around. They're not the Eighth Doctor, they don't seem to have big bags of gold dust just on the off-chance they run into cybermen. Well, that's the trouble when you're discussing Torchwood, isn't it? By any logic, even a Nemesis Cyberman should kick the team's asses (they'd probably still be able to deal with an Attack one). I mean, the in-universe explanation essentially is "Oh, I didn't really notice/care". There's plenty of times the Doctor has pointed out these things from the ship smacking into Big Ben to the Sycorax being vaped and "snowing" on London and the Christmas Star. The events on Valiant are likely just as obscure now, as will be the ship nearly hitting Buck house.
Humans simply are that dumb in the Whoverse, bar the companions, it seems.
