I'm agreeing with you, just stating that there are drawbacks to using a costume.
The classical superhero skin-tight costume is actually
bad for a jumper. Less detail you can figure out the better for the Jumper, and it isnt like they are going to be inconvienced moving a a full-body length trenchcoat.
Hell, how about your family and friends? They aren't exactly safe even if you are identified, so identification is to be avoided at all costs.
Given the population size of sd.net, the scenario in the OP virtually insures that some government in the world is going to get a near unstoppable assassin. And the only real defense against an Assassin Jumper is being completely unknown.
Covert-Ops would get downright nasty with Jumpers. You'ld have what amounts to an unblockable supply train directly to a secure depot. And that "secure depot" might not even be the factions using it.
