And when he did try that first long distance jump, it was still when he was a kid and he still hadn't gotten the fine control he would have later in life; hence the massive crater the in toilets and the way he was shaking apart his little room whenever he came back with more money, which he would later be able to negate entirely. Fifteen year old David could not do it, but later in life could. The Empire State Building was like the Library, in that he had good memories there, and it was in the same building as the Empire State Building.

As an addon: I believe at the time Roland sent a few thousand volts of electricity through his body for the express purpose of breaking his concentration to keep him from being able to jump at all, much less via a picture reference, as opposed to familiar territory.

That means that we're all pretty well fucked in the event of a witch hunt. Not only does every government in the world know who we are (because you literally need almost everyone on the same page to actually catch most of us), but they most likely will have a pretty easy time of piecing together a fairly precise map of our jump range. Bank card usages and international travel records would be just about good enough to do that, seeing as how none of us, except maybe Shep, are paranoid enough to have prepared for something like this. There are a few thousand of us, and hundreds of thousands to millions of them.

How? We dont get international travel records if our primary means of transport is jumping. As for the bank and credit card usage, just pull $100 out at a time and never use plastic in the real world. Have online transactions delivered to a PO box in some random no-name town and yer good.

I'm not advocating changing governments. I'm advocating saving lives, bringing food, medicine, clothing, that kind of stuff. I mean, there's a lot of junk that people are alright with giving to people who need 'em, but they can't be arsed packing it up and shipping it to the UN or to the Red Cross or something. That's exactly what I'm saying. He had unlimited resources, money and, quite frankly, time to travel to those locations. It's a lot easier to travel to places in Europe, for instance, once you've been to a few places there. Takes less time to get from France to Germany than from New York to Germany.

And Roland, who would be in a position to at least have a decent idea of how jumping works, stated "whoever robbed your vault has been there before". While he wasn't strictly correct, he was close enough. We did not see a verifiable instance of a jumper going anywhere via jump that they haven't been in visual range of before (without using someone else's jump scar) and the film takes great pains to demonstrate to us that the rules require you to have at least been near where you're jumping to.
