The Care Bears can not change people who are truly evil. They could never change No Heart and his niece Screach. And in the movies, it took some kid that befriended the villian to talk him down. Also, a lot of the villians are just angry kids lashing out at the world. Palpatine is actually evil.

I watched Care Bears too. I think I was about 4 at the time. Around 6 I realized it was much dumber than Smurfs :D.

Care Bear one walks up to Palpatine. "Will you be my friend?"

Emperor Palpatine laughs hysterically, and summons all of his servants and Lord Vader using the Force.

Care Bear two leads the rest of the Care Bears in to the combined Imperial gathering. All of the Imperial officers look confused as to what's going on, and why they're being bothered by these furry, fluffy, morons.

The Care Bears begin dancing around like the "Happy Little Elves" on "The Simpsons."

Emperor Palpatine calls for some aids and delivers messages to each of his staff members present.

The message says four words: "Let's toast the marshmallows."
