The Qudlivun Free State hereby proposes to all nations of this new world the establishment of the Law of the Sea. The Law of the Sea defines the rights and responsibilities of nations in their use of the world's oceans, establishing guidelines for businesses, the environment, and the management of marine natural resources.

This proposal establishes that the territorial waters of all nations to extend 12 nautical miles out from the internal waters (all water and waterways landward side of low-water coastal areas). The contiguous zone extends an additional 12 nautical miles beyond the territorial waters. Nation states which exist on archipelagoes or island chains are allowed to designate all waters between their islands as internal waters so long as they do not unnecessarily obstruct transit of vessels in an expeditious and continuous manner. For the purposes of waters, waterways and straits between two nations with a width less than 48 nautical miles between internal waters this accord evenly splits control of said water, waterway or strait between the two nations with zone boundaries adjusted accordingly.

Foreign vessels have no rights of passage through internal waters. All vessels (including military vessels) are permitted innocent passage through territorial waters including strategic straits so long as such transit is in a peaceful, non-threatening manner towards the controlling nation. However no foreign vessel is permitted to legally engage in acts such as fishing, polluting, weapons practice or spying in another's territorial waters and the government controlling the territorial water is permitted to shut down access to such waters as a temporary security measure. For the purpose of engaging in law enforcement activities (such as preventing illegal immigration or prevent smuggling) or develop offshore resources (such as drilling for oil or operating a fishery) a government is permitted to operate vessels in its contiguous zone, though it may not deny access to the area for the purpose of innocent passage of foreign vessels.

The waters encompassing internal, territorial and contiguous waters are also the full extent of the nation's exclusive economic zone, whereby the governing nation controlling those waters has sole exploitation rights of all natural resources within those waters. No nation state as a party of this accord may charge any fee, tax or tariff to any vessel for use of waters in accordance with this agreement. All other waters beyond the contiguous zone are international waters, free to vessels of all nations and owned by none of them.

This proposal also demands all signatories to take all reasonable measures to protect the marine environment and protect the freedom of research on the high seas.

Unrelated note: for the purpose of world maps just use the basic Bahrain political map as my territory at any point deemed appropriate.

.... back to international news, a political uprise has taken place in the former Technocratic Order of Young States (TOYS). Several government officials have been fired. By a firing squad no less.

The new government's first act has been the renaming of the nation to the Shrouded Isles Nation. The rationale for this is, firstly, the all too comon shroud of dust and smoke produced by the active Mt. Moshshnosti, and, secondly, that the previous name was solid proof that someone had forgotten to take his medication.

As a sign of good faith, the newly appointed delegates have released details on the tiny nation.

-Area: Roughly 7,500 square kilometers
-Climate: Tropical, with the occasional hurricane, and extremely rainy season.
-Terrain: Volcanic, the Eastern Island still has an active volcano.
-Vegetation: Heavy, with full tropical jungles, specially on the eastern island.
-Fauna: Scarce. Worthy of note is the national bird, a colorful yet extremely irritating parrot.

The eastern island is almost completely uninhabited, apparently due to the active volcano, although it might have something to do with tribal traditions too.

-Population: 300,000 confirmed residents, second world level. 125,000 confirmed emigrants.
-Government: Unknown, but apparently, some form of oligarchy.

-Resources: Unknown, theorized to be Bananas.

.... on to International News. Several members of the UKB government arrived in Crossroadia today to conduct low level trade negotiation talks between the two countries. No word yet on if any agreements have been signed but both UKB says they view this as a positive first step in international relations."

"... In other news, Violent clashes reported today between LUN Peacekeepers and Syndromia native protesters. Initial reports said the march was peaceful until local authorities tried to disperse the crowed after it showed no signs of leaving the city center. Reports on mixed on which side started the violence, with protester's claiming they were Teargassed and were simply throwing the Gas canisters back at the police, and the police reporting they were assaulted by rocks and bricks from the crowd and responded with minimal force. Shortly after the police attempted to disperce the crowd a second time a riot broke out and local police were overwhemed and LUN peace keepers intervened using Water-cannon off borrowed Fire-trucks and armored transports to break up the crowd. Six police officers are in the hospital tonight, one in critical condition. Over fifty people were arrested, in addition to nine people admitted to local hospitals from riot related injuries. Syndromia's major cities are currently under a 2100 Curfew, those found outside after the curfew are to be arrested.

"Now onto national news, we have some good news today as further digging at the Baikal Mountain Lake region has uncovered what Geologists on the ground are calling possibly the world's largest gold deposit, the remoteness of the region and the harshness of the landscape have discourage prospectors from the area compared to the much more accessible and to this point profitable Khomolkho River basin. Delegates of the Shinra Republic have released tentative details on the island nation of Tongdijuana (TDJ or Principality of Tongdijuana), a Constitutional monarchy and parliamentary democracy and newest member of the "Old Boys Network" pending a formal vote on the matter which is expected to pass. Military and economic agreements are still in the works but the budding, attraction-filled island northeast of Shinra has already started rotating it's modest military forces in and out of line units in Shinra. The country's single destroyer is being upgraded to a standard in-line with typical Burke DDG's.

Observations: ... highly rural, agricultural nation though with a singular, major urban center and only limited suburban sprawl around that, the capitol and port city of Tongdijuana City... there's universal healthcare though by no means is it world-class, drug use is legal, there is no legal restriction on drinking (other than the good faith of parents). Crime, violent and otherwise is high compared to most 1st world states but tourists rarely report being victimized in any way and go out of their way to mention how genial the locals are towards foreigners. Travelers however are strongly cautioned against failing to tip waiters, cab drivers and the like. The official national sport is rugby which is played in a stadium in the capitol although word on the street would tell you in hushed tones it's bloodsport, man or beast. The government recently brought online a luxury liner and it's begun rounds towards Shinra and other friendly ports amidst the recent effort at modernizing the armed forces to better deal with drug runners and smugglers that have plagued the country.

The famed 6-flight Blue Falcons flight demonstration team announced they will be reequipping from their 50's-era trainers with F-22C's, an export variant of the famed Raptor without stealth and slightly less capable avionics but external hardpoints standard and some modest weight-reduction to further improve acceleration and handling. Numbers aren't being bandied about but Tongdijuana's vast opiate fields are apparently involved in the deal and will have the effect of drastically reducing the cost and availability of prescription painkillers in Shinra. In addition to developing closer economic and military ties though, it's also cynically noted that this should hopefully kick the legs out from underneath illicit drug trafficking historical to the region -- or at least drive it elsewhere. This and the increased travel options and tourist attractions in the drug-free zone have put a valve on the demand from recreational drug users.

The Army, as it is used in TDJ, includes all naval and air assets, as modest as they are. As it is though there are some 13,000 uniformed military personnel that could carry rifles, various patrol boats and the single aforementioned destroyer.

For his part, the Prince noted his pleasure with the direction his country has taken in these uncertain times.

--Economy supported by exports of metal and ore of all types, with goal of developing a thriving shipping and shipbuilding business. This includes Space.

--note on communications: because of the tremendous quantities of metal we have at our disposal, our accounting guys thought it would be better if we used copper for our data, instead of fiber. Now we have copper infrastructure which would be a pain to replace, and we just make do with it. We have satellite uplink nodes throughout the network for redundancy, however, and datacenters to back it all up.

This incident only underscores that the task of rebuilding Syndromia will be a long and arduous one.
