4-The Head of State of the Syndromia shall be the Zorian Monarch, all legislation shall have to be signed by HM before becoming law, who reserves the same rights of Veto as in the Kingdom.

Prime Minister Shroom cautions his friend, King Zor I, that unless the Syndromian situation changes drastically, the Zorian military would be hard pressed to hold Syndromia - the combined Allied Peacekeeping Committee of Syndromia is itself facing considerable difficulty in maintaining order in Syndromia.

Along those lines, the amount of reparations must also take in consideration the condition of Syndromia as it is - as the current Syndromia is not the same nation that initiated hostilities against the Kingdom of Zoria. Too harsh a reparation might antagonize the innocent peoples of Syndromia.

The recent developments have been paid attention to in PRAVDA.



Communique from the Conference to the High Lord of New Gottland and other observer nations:
We are concerned about the recent rioting and the apparent governmental failure of New Gottland.

If the country undergoes a dormant civil conflict and the government's ability to exercise authority has been seriously harmed, it's important to run careful, but permanent observation of New Gottland by neighboring states.

On Zoria
Upon returning to the Conference, the Secretary has arrived at the point where the Zoria talks have come to a standstill.

Our delegation made the following points:
1) The Green Sector and Red Sector have been stabilized due to huge sacrifices by the Techocracy and Shroomania; those nations, when engaging in action, proposed at the First APCS Conference that Syndromia will later rise as an independent state. We can hardly renown that vow now, especially as the situation is improving over the last month.

2) The proposal for the LUN to handle Syndromia is attractive because the security concerns have already prompted much of the Supreme Council in the Techocracy to support full disengagement as this commitment does not allow us to respond to other security threats. This would also free the military contingents of our ally Shroomania. But we understand that Syndromia in entierty might be too much for the LUN to handle.

3) We need to assemble APCS and discuss the situation in the 4 sectors of Syndromia, with each APCS power reporting on it's sector's situation: the Grey Sector - LUN, Green Sector - Shroomania, Blue Sector - Zoria, and Red Sector - Technocracy. The discussion would show if there is a possible dis-engagement plan from Syndromia.

CONFERENCE CONCERNS

In light of controversial statements on the part of Zoria, involving the state of post-war Syndromia and its reparations, representatives from nations across the world expressed their disapproval at King Zor I's proposed plan.


Blackadderian delegates look on at the Zorian representatives, shortly before the ensuing verbal altercation.

In spite of this most recent development, the Great Conference has also produced some progress in the form of multiple treaty ratifications. The Law of the Seas and the Bioweapon Ban were approved almost universally.

At the same night, the Shadow-Mangka issue has also been mostly resolved thanks to the intervention of the Prime Minister of Shroomania and the release of Shadow intelligence documents.

While the Conference has been temporarily halted, to be continued the next day, it seems that so far, it has been a most productive meeting of most of the world's nations.

1-A modest Syndromian armed force shall be maintained of no more than one divisions worth of personnel total for internal peacekeeping a mutual defense pact with the SKZ (as part of the Commonwealth) and LUN, which shall maintain military bases in the nation, including JASM instillations.
2-Creation of a series of free trade agreements between the SKZ
3-Syndromia shall not pay reperations to the SKZ
4-The head of state shall be the President of Syndromia, with the Zorian Monarch holding several cerimonial positions.
5-Adoption of the Zorian Dollar (ZORD) as the official currency of the new Republic of Syndromia (which has been the de-facto case in much of Syndromia since the Syndromian Dollar collapsed during the invasion).

We are willing to take into consideration counter proposals.

A few hours later, the first Vanaheim Marines arrive on the beaches near the objective site.

With the reconnaissance graciously provided by Yer Mom and her ability to slip in and out of tight situations with nary a noise, the pirate base was revealed to be a small naval yard, bombed by the RZAF and now taken over by the enemy. With the possibility that innocent civilians were in the base, whether as refugees or being held prior to being smuggled out of the country, the task force commander decided the best option was to launch a covert strike, with the goal of seizing as many people as possible.

The GROM Commandos were first on the scene at 0115, using the high ground to the east of the site to act as spotters for the main thrust of the raid, provided by the Marines.

Before entering the yard proper, a number of Marines were spotted by a lookout, who promptly opened fire. This proved to be an unfortunate move as the Marines who remained hidden removed the target, but not before the sound of gunfire had alerted the pirates in the base, who mostly ran to the west of the yard to engage the marines.

At this point, it is believed, a number of the pirates, including a man believed to be the leader (Name unknown, Identification via dental records proved elusive) attempted to escape via technical vehicles. GROM snipers opened fire, killing two including the suspected leader and wounding several more.

While Marines began entering buildings on the west side of the yard to flush out the pirates who were firing on them. They encountered heavy resistance in the first of these buildings, but pressed on, resistance slackening as time went by. At the same time as the marines were clearing out the main body of the pirate force, GROM commandos began infiltrating the relatively quiet east side. Serendipitously, the east side of the base held a number of civilians being guarded by several pirates. We are informed by the GROM commandos that they were removed 'without incident', and the civilians were there to be trafficked out of the country.

On the west side, the numbers and training of the Marines, not to mention a bayonet charge led to quite a few of the pirates to consider surrender. The remainder will not be troubling merchant shipping again, one way or another.

A pair of Marines lost their lives during this battle, a number of others wounded by shrapnel and bullet wounds. All GROM commandos returned to Viscount safely.

The technicals that decided to flee fled towards the town of Trundul, 10 miles north, shortly before which, they encountered a roadblock manned by Syndromian Security forces and Vanaheim peacekeepers. They were taken into custody.

At present, minesweepers are checking the harbour for any surprises, and the Duchy waits to send a shipment of food aid through the harbour to demonstrate to the people of this southern district that the LUN is who they should be turning to. A large collection of illicit drugs was found in one of the buildings, thought to be the first of which the Marines entered, explaining the resistance that was put up there.

In conclusion: Superior numbers and the element of surprise enabled the yard to be taken with minimal loss of life or collateral damage. Given the amount of firepower available to the task force, the entire yard could have been leveled with change, but in hindsight, doing such a thing would have made a significant impact on LUN international standing.

The Sovereign Duchy of Baerne is sending a shipment of food, mainly swordfish and wine, to the Syndromian region nearest the target of the recent Operation Vanaheim Hammertime. This will also serve as a test run for a repurposed Automated Commerce Vessel of the type designed by Shroomanian scientists and built at Baerne Island's Forgeville yards.

The Automated Commerce Vessels were originally intended to be fishing vessels, but it was discovered that they could be easily retrofitted to carry bulk commodities, with the fishing equipment replaced by offloading cranes.
