I think it's about resurrecting people from the dead, but I'm not sure.

Transformers Gen 1 Comic #5 had a mention of the Lazarus Project...can't think of any others.

Why isn’t that ever an issue of politics? Because you don’t live in a democracy. You live in a plutocracy. Money rules.

maybe it's just a cool phrase from my head. . . but it seems attached to something.

The BBC or another British channel did a TV serie named "Cold Lazarus" (or Project: Cold Lazarus) IIRC. It was about a guy reliving some memories (when he was young, bachelor, married, etc).
What's special was that the guy was dead: a head frozen stiff in a lab, in the future. Scientists were experimenting on him, analysing his memories and everything, because it was like a record of the 20th century's culture (the future seems like a cross between Star Trek and Red Dwarf, with some Bladerunner to confuse the viewers)...
Is this what you were talking?

'Lazarus' could refer to any number of things for you.
A department I once had ties to had a 'Lazarus Project' involving genetic material in dead cells. It's just a name, really, and Hollywood, book authors, and tv producers have used the word on many occasions.
