Does the God Emperor really run the IOM now?

Does the Emperor run the IOM? Or have his underlings perverted it into something where he is just a figurehead and all the power is held by the High Lords of Terra, the Ecclesiarchy, and Inquisition?

Kind of like the Chruch of Om in "Small Gods"

Because it seems like everything reasonable he said has been turned into religous non-sense and a reason for endless war.

The Emperor has been stuck in life support for the past 10k years. Thus he hasn't been able to do jack for that time. Thats why the Chaos Gods are hopeing he stays that way becasue if he does die, and comes back then he might lay some serious smack down on all fronts.

Of course he might die and he stays dead.

The Emperor was an arch-secularist. Any control his intelligence has is not an official part of the Imperium's hierarchy.

It's not even a secret in the Imperium that the High Lords of Terra are the ones actually running the show. As far as everyone is concerned, the God Emperor does Godly things like cause miracles, give visions, and other assorted behind the scenes stuff.

You'd think he would have enough foresight to set up something in the event of his death to keep the empire from becoming a giant Catholic Church.

The God Emperor doesn't directly run the Imperium. Instead, he performs powerful warp-based miracles, creates and directs saints, dispatches angels, enduces visions, generates warp storms, etc. The rest of the time he's munching on psykers or making astropaths via soul-binding.
