It's basically a Mi 12 'Homer' but bigger. And with large imperial eagles and banners and things. And its own bog troll, kitchen, and bar.

Your authority is basically that of moderately senior clergymen. Legally, you'd require a pretext for actually shooting anyone (though the Proctor will be quite inclined to believe his own hired goons, and that's what matters unless you shoot someone important); but you can certainly have them arrested by the local Enforcers (though not the Arbities - this excludes your own Arbitrator of course, who theoretically has an unlimited power of arrest anyway) and brought before a clerical court; refusing to cooperate with you is a crime, and in this matter, the ecclesiarchy would likely either demand severe penitent remuneration or outright excommunicate any member of the general population who doesn't give you full cooperation.

Obviously, anyone actually stealing psykers would get more than that, and the Adeptus Astra Telepathica or the Proctor would likely be quite happy to leave them to the Ministorum and its sadistic punishments.

Yeah! It's an action scene! Or an opposed character type scene... Something happens!

So... Initiative. I think It'll be best to do this on a first come first served basis. Hence, initiative ticks around when all the players have posted, (I'll try to keep up, but I can't really garuntee it) or every day. At the moment, you can count on getting better initiative rolls than all the enforcers. This might not be the case in future...
