"All that good food is making me a little paunchy,don't you think?",the King asked his wife, jokingly poking himself in the stomach.

"Oh, shut up. I like you that way...just don't overdo it.",she answered, smiling in that loveable way which made him absolutely crazy.

He smiled back. It was a gorgeous morning, and for once matters of state seemed like they could wait. The King moved his everyday intelligence briefing an hour so that he and his wife could enjoy breakfast together, outside, in the Royal Gardens.

The air was warm, and the wind created slight ripples on the surface of a nearby pond. The Gardens weren't actually very large - the entire palace wasn't, in fact, some extravagant construction - but they were built with taste. They were a place where one could relax and clear the mind, rather than a display of ego.

"So...we're done with breakfast...now we'll have to burn some calories...", the King said, grinning. But the expression faded away quickly when he saw his advisors, pacing towards the table with serious expressions on their faces.

"Christ, not again...", the King put down his milk crossaint, "I'm sorry, honey. Sometimes, it seems the country rules me, not the other way around."

She smiled at the remark, but it was a sad smile.

"So...it came from the same source...and that means Kutchinsky and the other guy, what's his name...", the King rubbed his forehead

"Mostovitsky", the General helpfully intervened

"Yes, thank you. That means getting at what they know just became doubly more important. Jesus, a foreign leader was shot at with one of our own RPGs!"

The Office was silent for a while. Finally, the King collected himself, cleaned his glasses and cleared his throat.

"First things first. One, alter the trip schedule. I will be visiting Canissia first", the King's staff started to make notes,"Second, I want top priority assigned at the MCP investigation. From reports I've read, it seems these two cases are connected. Third, draft me a press release condeming the attack."

"What of the OMSK nuclear test, sire?"

"We can't do anything about it now. We'll deal with this later."

"Yes, sire."

Anti-nuclear protests were the order of the day throughout Canissia-- not one of the twelve Provinces was without some demonstration against the Shepnukistan bomb test last night.

By far the largest protest was in Neve Tikveh, where students from the University of Canissia and the Technion joined forces for a massive anti-nuclear and anti-war rally in Bay Park.

Throught the People's Republic, calls were made to sever ties with Shepnukistan, a OMSK-Pact country that Canissia has purchased anti-ship missiles from in the recent past. Suspicion was also thrown on the intentions-- and likely collusion-- of the Kingdom of Blackadder and the Red Technocracy in the construction of the bomb. Some protesters chained themselves to the construction site entrance to the hydropower project at Rift Strait, blocking workers from the site.

"The OMSK Pact is a powerful military alliance, and King Arik is blind to their designs for world conquest!" said one protest organizer.

In his Palace, King Arik Coyotus-I issued a statement urging calm.
"I assure the people that the Blackbeard missile program was the only arms deal between Canissia and Shepnukistan," His Majesty said, "And as for the Red Technocracy, I firmly believe that maintaining open communications, and friendly ties, is the best way to ensure peace."

King Coyotus-I -- interrupted while reading a copy of Dealing With Pregnant Chicks for Dummies-- insisted that not only would he not sever ties with the Red Technocracy, he would in fact seek out a comprehensive nuclear test-ban treaty with the OMSK Pact, hopefully using his friendly ties with the Red Technocracy to facilitate this.

"I'll be leaving for the MESS summit meeting soon in the Lonestar Republic," the King said, "And we'll discuss this, as well as other strategic arms limitations."

The King did say that a total ban on nuclear weapons was "ideal, but unrealistic."
"The genie is out of the bottle, now," he said.

Atlantica Palice was an impressive building by any standards, the crowinging jem at the center complex covering half a square kilometer of land of parkland and gardens on the outskirts of Zortopolis that was open to tourists and was guarded by the Cohort Rexi. The Palace itself was a Neoclassical structure flanked by a pair at north and south pointing reflective pools on either side with statues of Dragons guarding the enterences. On top of the building was a massive elevated dome with the Feminine anthropomorphic representation of the nation with sword in hand. Inside, the facility was equally impressive with a developed antichamber and various facilities for enteraining dignitaries and royal fuctions, switching between neoclassical and art deco in internal design.

In his office, King Zor quietly goes over the documents of Foreign Reports. He takes note of one document on the nuclear test in Neverhood and his first though was suprise that shep waited so long to do this.

Well, I am a little surprised and would have preferred that I would be notified of the nuclear detonation, since Byzantium is after all part of OMSK pact, though we aren't the largest member. Such an act affects us all.

Does Byzantium have nuclear weapons?
I have no comment on that.

Would Byzantium use its own nuclear stockpile should the need arise?
Again, I cannot comment on that.

Imperator, as I understand, our existing S-300 regiments are ABM capable, are they not?
Yes they are. That much is common knowledge. Byzantium Aeronautics continues to improve the missiles every year.

Imperator, there are some who say that the FBR that is under construction have secondary purposes. What secondary purposes are there?
Well, the state will do what it thinks is best with the plutonium produced. Be it to refuel the reactor and to build more FBRs or what ever it can think of.

Imperator, about those Greek Fire weapons. As I understand it, they are an extrapolation of the old Greek Fire weapons that defended Byzantium against the Arab infidels. This is simply a more.. modern version with greater tactical flexibility?

"The Crown, King Blackadder the VI has arrived back home today along with the Prime Minister from a visit to the Red Technocracy one of the founding members of OMSK. The Prime Minster's press secretary stated at a press conference that the visit was to discuss trade relations and future cooperation between OMSK nations on technology research. When asked about the recently reported nuclear test in Shepnukistain the Prime Minster said simply that he had not heard about it himself."

"When the question was put to the Crown, he responded simply that and an announcement would be forthcoming shortly this afternoon."

"Greetings to my fellow countrymen, I am Blackadder the VI, Monarch and Guardian of our United Kingdom. Earlier today I took a four hour break from the trade conference to take up President Sheppard on his invitation to come witness the first official Nuclear Test of the OMSK pact. President Sheppard, General Secretary Stas and myself were all in an observation bunker together to witness the test. Which went of perfectly, according to sensor date the guidance system for the bomb placed it within one and a half meters of the exact point it was supposed to detonate from.

As for when I knew about the nuclear test, I had exactly five hours of warning, a Shepinukstain official at the talks pulled myself and the General Secretary aside at the talks and informed us that the first test had been scheduled for that day and we were invited to attend. Two UKB F-22's from the Home Airfleet ferried us into Shepinukstain airspace, were we were taken by ground transport to the test site. Twenty minutes after arriving the test was OK'd, the bomb was dropped ten minutes later, we spent fifteen minutes observing recording data from the area and speaking with Shepnukistain scientists, we then spoke with President Sheppard for an addition twenty minutes and were airborne again within an hour and back in the trade talks in just over four and a half hours.

Before I take questions I am aware some of you are worried, why is our country pursing Nuclear weapons? And the answer to that question is simple, the UKB has no plans to build any of it's own Nuclear weapons. We now possess sufficient nuclear material and experience to build and test a half dozen devices in a six month time period. We however do not intend to simply begin something as serious as the construction of our own nuclear arsenal without first consulting the Commons at the very least. I personal do not wish any nuclear weapons of any kind. However with the threat of nations like the Lonestar Republic right on own border which have conducted what Section-5 calls a half dozen underground tests in secret, we may have no choice in the long run.

News Headlines

Irate Prime Minister of Byzantium wrote a letter to his counterpart in Shepnukistan demanding why Byzantium was not given prior notification of the test.
The Prime Minister expressed his consternation in what is widely perceived as being deliberately kept in the dark about an important event that would change the diplomatic dynamic forever.

"Yes, the Prime Minister is furious and has been communicating with the Emperor with regard to the situation. Both the Emperor and the Prime Minister agree that Byzantium should not have been kept in the dark whatsoever about the situation. We may be a junior member in the OMSK pact, but as one of the larger economies and military, we demand to be notified about any ... important matters that concern us." said, the Press Secretary.

During a parliamentary debate, members of parliament inquired if Byzantium was in the process of making its own nuclear weapons, given that it had the capability to do so under the Nuclear Energy Institute.

"Yes we have the capability to develop and build our own Nuclear Weapons program and whether or not we do have one or would ever publicly announce one, is subject to the diplomatic situation. For now, our military will remain at DEFCON 3 and our ABM missile batteries will be warmed up for the time being." says the Prime Minister.

Public reaction has been muted. Though some panicked and tried to lock themselves up in a church only to be comforted by the priests, many replied that it was good that Byzantium is part of OMSK and would be protected by the OMSK nuclear umbrella. But they were fearful that the MESS would reply in kind. "The MESS is in direct polar opposites to OMSK. Given the number of large nations they have, there's little doubt that they would reply." says one.

The military however, is not laying low. It has again tabled a request to parliament and to the Emperor to purchase a new Justinian class aircraft carrier and 4 new Komneni class destroyers and 8 new Basil class frigates and 2 new Aegean class submarines. They also requested new funds to perhaps study and build an SSBN, but that is up to parliament and the Emperor to decide.

"I would like to reiterate that the position of the Lone Star Republic is, and always has been, that every state is free to pursue tools for National Defense('cept the Goddamn Libertopians). While we are wary fo the Shepnukistanis possessing such weapons, especially considering their public suggestion to turn Terra Libertopia into a weapons free-fire zone, we have no authority to deny them the right to have them."

When asked about Blackadder's Incendiary remarks towards the Lone Star Republic:

"Well, it's said that he's turned his back on his mates and joined the OMSK Pact. You know that we express our personal feeling towards him every Traitor's Day."

Miranov closed out the conference by saying "You can expect a joint statement from the MESS at the conference that will be held in San Antonio."

In a completely unrelated news, the Department of Navy confirmed that they have signed a massive $750mil procurement contract with Northray of Tian Xia. The contract includes 100 SM-3s and provides for the systems integration of all 34(35 once the
Brazos is finished) surface ships for ballistic missile defense role.

Supreme Council Communique

Nuclear weapons are an essential part of OMSK strategic deterrent. The programme has been started early in the days of the Mangka Row and the Space Row, when it was slowly coming to our knowledge that a MESS nation develops WMD devices.

The intentions of the OMSK nations are always clear, common defense and greater peace and security through any means.

All OMSK nations reserve the right to use strategic offensive weapons in case they are attacked by any nation.

Navy announces plan to decommission Kirov cruisers

A spokeman from the Navy explained the Navy's reasoning: "Decommissioning the Kirovs will allow significant savings in both manpower and resources. Since they're based on Soviet equipment, they require training that distinct from the other types of ships. Also, with the temporary deactivation of the Surface Action Groups, the destroyers and frigates that would have been required to escort the Kirovs will be free to carry out individual patrols, such as commerce protection, especially in the Libertia region.

"The plan for deactivation is that the reactors will be removed, and the remainder of the engine room decontaminated. After that, at least one will be saved as a museum ship, with the other ships being scrapped."

The Navy plans to slowly replace the Kirovs with 3 CGN-42s built by the Lonestar Republic.

MSA test launches modified Delta IV

Today, the MESS Space Agency successfully test launched a Delta IV medium with a newly designed variant of the RS-68 engine, utilizing what Aerorocket calls Thrust Augmented Nozzle. Drop tanks strapped to the launch vehicle provided RP-1 and additional liquid oxygen to the engine. This test has proven both the flight use of the RS-68TAN, and the additional lift capacity available through the use of this new engine.

Shepnukistani Presidental Address

My fellow Nukistanis; tonight was the culimination of a strenuous effort by our scientists to harness the very power of the sun itself. At approximately 9 PM Nukistani War Time, a Mark Three thermonuclear weapon was successfully tested at the Neverhood Testing Range. Preliminary indications from our scientists indicate that it achieved a yield of some seven plus megatons.

No longer now will Shepnukistan and our OMSK Pact members have to fear a surprise attack by the Survivalist forces of the MESS; as I can now reveal as your President, that Strategic Air Command has been executing deterrence patrols with operational nuclear devices for the last couple of months, and that we are now on the third-generation of devices in service with SAC.

The reason why this test was conducted via a drop from a Red Technocracy Tupolev instead of a Shepnukistani Lancer is because while our nuclear weapons program was conducted independently of other OMSK Pact members; we are planning to extend our nuclear umbrella to all other OMSK pact members; and as part of this; it was vital to see how the aircrew and equipment of our allies would interface with our weapons. I have just heard that Captain of Aviation Pokryshkin, who commanded that Tupolev, has just been promoted to Colonel of Aviation, and awarded the title Hero of the Red Technocracy in recognition of his feat.

Regarding the nuclear umbrella, the third generation devices currently in service are too large to be carried by anything less than the heavy bombers of Shepnukistan, the Red Technocracy and the United Kingdom of Blackadder; hence why they were the only ones consulted peripherally about this test shot.

I can understand the outrage that several of our smaller members feel at not being consulted before the test shot; but it was not possible to do so because of security reasons; as we wanted it to be a surprise for the General Secretary's wedding anniversary. As you know, he loves surprises.

However, I can offer you all a consolation prize. When our fourth generation devices enter service, they will be made available on a single-key basis to all OMSK Pact members. A dual key system was considered early on, but discarded due to the logistical and command implications involved here due to the incredibly short distances between the OMSK Pact member states and the MESS states. The only requirement we shall impose upon any OMSK Pact member state which wants to acquire the Mark Four family of lightweight nuclear devices is that they be carried on two-man aircraft; with both crewmembers armed with pistols for security.

EDIT: OOC/ When I say "Single Key", I mean that instead of having a shepnukistani officer/hanger on looking over the shoulders of an OMSK Pact Officer, there will instead be two OMSK Pact Officers with a pair of keys....as there will be no time to get an okay through the Shepnukistani chain of command in case of a war situation /ooc

Lonestar put the TV on mute and lifted the phone by his bed.

"Put Secretary McDermott on." Lonestar didn't even give the switchboard operator a chance to ask what he wanted. After about 30 secs the Secretary of Energy's voice came on.

"Sir."

"Tell Dr. Perry to stop fucking around and get us a thermonuclear weapon."

"Sir, we'll have to pull folks off the fabrication team..."

"We almost have 30 devices, the biggest one maxing out at 100KT, correct?"

"Yes sir." McDermott sighed. "For the purposes of fitting them to our attack aircraft-"

"And the one that the Shepnukistanis have set off..."

"Is a great deal more powerful. But we probably don't need a 7MT device. Historically the largest weapon detonated by the USA was only 15MT..."

"I want a fusion weapon."

"Yes sir."

"Shep has made an ass out of me, you, and the MESS."

"Yes sir."

"So what are you going to do about it?"

"We, uhm....actually have all the components needed for a fusion device with an estimated yield of..." there was a pause and Lonestar could hear McDermott tapping away on a computer, "...looks like 3MT or so. It was mostly for testing and research purposes, but we can have it up and ready by..."

"The 5th."

"Sir?"

"The 5th, Cinco de Mayo. I want to celebrate the summit with a bang. Is it doable?"

"I...yes, yes it is. I'm going to have to start making phone calls immediately though."

"Fine." *click*

The Canissian People's Republic views with alarm the statement by the Shepnukistan leadership that the MESS is the primary motivation for the development, and theatrical testing, of strategic nuclear devices. The people of Canissia, as a MESS member nation, cannot but feel alarmed, considering the close borders of our republics.

Canissia has always tried to work in peaceful harmony with the OMSK and not deal in artificially created political problems. Of all the countries and alliances on New Terra, the MESS has, if anything, been cooperative and tried to avoid conflict; whereas Terra Libertia, Saddamistan, and international terrorism has provided sufficient reason for the world's alliances to reach for common accord.

I ask the members of the OMSK Pact and Fungal Axis to put the brakes on this unnecessary situation, before events spiral out of control for all.

Wes looked at the headline on his morning paper. He couldn't believe it. "Good God Shep, you let out the nuclear genie, AGAIN! Why can't people learn from the mistakes of history?". He threw the paper in Anger. He remembered the manhatten project and after that the Cold War was on. He always wondered what would happen if the Fat Man and Little Boy plans were burned after the bombs were dropped and that Einstien made a letter that there would be only enough fissabile matter to make those two bombs. He was dressed in a Robe with some running shorts that he used as pajamas.

Wes walked back outside and sat down on his front steps. He sighed. However he recived an unwanted visitor that walked next to him.

Wes looked up and said, "Not now Q, I'm not in the mood and I'm too worried about our species survival.".

Q looked at Wesley and said, "Well, If you are so worried about humanity surviving why won't you do something about it?".

Wesley said, "Did you ever think that I would have already? I mean there is only so much I can do with my small island and military.".

Wes just looked up to Q and said, "Just please leave me be for a while, Q.".

Q said, "Well, if you're just going to sit here and mope about it, Fine I will.". He snaped his fingers and dissapeared.

Wes just looked out to the horizion, wondering how we could prevent a nuclear arms race and a repeat of the Cold War.

Department of the Air Force begins construction on worlds first large diameter Mach 10 wind tunnel

Air Force officials stated that it was to support their breakthrough propulsion technologies project. It would allow testing of high speed vehicles without the need to boost the vehicles with rockets, allowing significantly more data to be collected. It will provide a very large test chamber, and is designed to allow very long run times (on the order of 3 minutes).

King Paul leaves for Canissia

The King of the II Republic of PeZookia has left for Canissia onboard a government airliner. Our reporters observed plenty of military staffers boarding the plane, which was escorted out of Republican airspace by two Yak-130 light fighters.

According to the Royal Press Office, the King has rescheduled his visit to Canissia in light of the recent terrorist attack in the country's capital. Our King intends to meet with King Arik in person and discuss important matters of state, such as increasing security at ISCA shipyards and the creation of an international anti-terrorist task force.

Riots around the Nuclear Prototype Testbed shipyard dock

Loud protests and riots centered around the Nucelar Prototype Testbed caused work to be halted for a day, before riot police were called in to allow the workers safe passage to the shipyard. Rioters protested the Shepnukistani thermonuclear weapons test and the nuclear powerplant of the prototype passenger vessel currently under construction. Protestors yelled anti-nuclear slogans, carried signs and harassed workers entering and leaving the shipyard.

Today the Supreme Council was rattled due to complete indifference of the international community to the nuclear weapon issue, and ridiculous attacks against OMSK member states.

El Preisdente was referring to the MESS Summit in San Antonio, the first Heads of States are expected to begin arriving today, to tour the local attractions before the summit formally begins.
