Well these are basic high ranking traitor scum, who have been trading with the pirates, including weapons, equipment, etc. In exchange for goods, as well as slavery (which under BR law is punishable by hard labour for 25 to life). Some of the Smaller Peacemaker vessels have been actively co-operating with the pirates, giving them intel, and shielding them from investigation....

---edit---
What should be the approprate way to deal with our Aircommand Military Intellgence Signals group, for hacking into Navy communications, and listening into sat phone conversations of large numbers of people, in order to definatly confirm that some people were working with the pirates, and definatly identify vessels (both civilian and military) that were involved, and basically committing wide spread espionage against anyone having any dealings with Libertopia, Syndromia, and Saddamistan?

Ironically enough Bear, I just made a post dealing with one of these guys, and including your Captain Nemo style theft. Shall we work out the details, of how the bust could go down?

Wait, we have a Hague Court? What law is used to govern the court? If charged, where is the defendant imprisoned? Who appoints the judges?

Also, what is the point of a UN when all what we need is the 3 main alliances to agree to meet on Atlantis?

Something about Libertarianism always bothered me. Then one day, I realized what it was:
Libertarian philosophy can be boiled down to the phrase, "Work Will Make You Free."

In Libertarianism, there is no Government, so the Bosses are free to exploit the Workers.
In Communism, there is no Government, so the Workers are free to exploit the Bosses.
So in Libertarianism, man exploits man, but in Communism, its the other way around!

I think the Law of the Sea already dictates who gets to try a pirate in any claimable waters. It seems to me that just agreeing on a protocol dealing with piracy in international waters is warranted. I have no problem with destruction on sight orders for pirates caught in the act in international waters. In a nation's EEZ then the laws and procedures of the controlling country prevail.

Ok, the big bubble, that shroom should probably be knowing when his man on board "The Eye of Sauron" gets back, is that Bear Republic C3 Military Airships, ARE spy vessels, with crews primarily made up of that "other" kind of Pirate. Basically you have tons of nerds with the most advanced computers the Bear republic has, not just directing official communications, and radar information, but actively hacking systems, trying to learn public keys, etc.

They were able to Identify people working with both pirate and terrorist groups by essentially going through all most all phone calls, and then getting very investigative on those they couldn't read in clear. They were able to identify the Bear Republic based Traitors, due to the fact that they Weren't using the approprate public keys that BR military and civil contractors are supposed to use. It just took them several months of data mining everybody to find the ones they were looking for.

So at minimum the Air Crews are guilty of Espionage, as well as violating what ever FISA equivalents that Bear Republic has. However the more complicated problem for the crews is that they broke silence, and started sending alerts to other military forces in their area of operations. Thus committing high crimes against Bear Republic Military security (they gave other nations information that could be used against the Bear Republic as a whole, not just the rogue Elements. The most damning of the information they gave out, is of course that the C3 airships are spy ships)

Oh yeah, and they are copying computer games, sharing music files, and movies etc...

What we have in the way of International thingys

We have the three great alliances, FUN, MESS, OMSK
We have shipping/finance, ISCA,
We have space exploration, JSEZ
We have international territory, Atlantis.
And we have international treaties, the Law of the Sea and the Bio-weapons ban.

Speaking which on Atlantis
It's former UKB territory, now ceded to international use.
No people live on the island year round, in fact it's forbidden. Because of this there is no public Hotel's as such. Instead each nation has been ceded half a kiolmeter of land to build whatever they wish. But what is brought onto the island through one of the two only operation porst is tightly controled.

The island is also home to the International Space Center which is essentially free to use if you bring your own rocket, allow international inspectors to look at it to ensure it's for peaceful civilian use, then send it into space. Alternatively you can purchase rockets from the UKB at near cost and rent a launch team(At cost plus) and put what you want into space. The Space center is located on the north end of the island, the International government type stuff is located on the south end.

During conferences of course the island is in lock-down mode the day of and the day before. Only the Press, Government officials and the Security service are allowed on the south half of the island during that time. To date the island has only been used once, but it was highly successful.

Wasn't the JSEZ disbanded or am I simply confused?

Yes it was IIRC. It's rules remained for the use of NSC.

Also, I once again bring to your attention the position of the Chronicle Master is vacant.

Look, one of my previous posts has me dispatching 40 Halifax Frigates to patrol the central sea. Won't that be enough to quell the rampant piracy?

If not, then I'll have to do something else, then.

The Central Sea really is small.

But maybe we should check out that abandoned platform, eh? ;)

In my book, it will rain on every pirate's parade :D

I mean, let's consider force disposition here.

Any pirate attack will need at least an hour to rob the most basic items from a ship (like money from the safe) or load the crew into speedboats in order to hold them for ransom.

The Halifax-class has a top speed of about 30 knots, so it can respond in half an hour to any incident 30 nautical miles away.

So...

Image
Possible Shroomanian frigate deployment. Light blue indicates one-hour response range

Throw in ship-based helicopters, too, which extend the one-hour response range considerably.

In fact, I think we should go on the offensive. I suggest we establish a Central Sea Anti-piracy Command. Naval ships and air assets will blockage the straits leading out of the Central Sea, and all CS nations will commit their navies to a systematic search and destroy mission.

This way, we find and sink all pirate "motherships". We'll need to search all the small islands in the archipelago for ports and bases. If Zoria, Shinra, RT and Canissia commit on the same level as Shroomania, we'll be able to inspect every single ship in the Central Sea within the week.

Oh,also: Did everybody forget the FCS is, in fact, armed and fast? Of course, if the crew is inattentive, pirates in speedboats can close and seize the ship, but they aren't going to defeat one in a stand-up fight.

Heh. I thought it would come one day since the day I used a naval fort in game. They really were pirate bases in real life, so I thought why the hell not.

Ad they're sinking MY FCS too.

I want the big FCS convoy heading for me to be secure, and so I took appropriate action ;)

Also since the Halifax ships would have public keys known to the Bear Air Forces C3 ships without needing to use hacking, info dumps on where the pirates have been communicating with their suppliers can be resonably posted for intercepts.

As a note, the TMSDF has been conducting anti-piracy patrols to the south of Saddamistan and east of Terra Libertia but there's only so much we can do that far from home (even with nuclear powered SAGs and underway replenishing)

Thanks

Halfway through next year. In fact, I'll put the order into the spreadsheet right now :D

I must've totally forgotten about that. You wanted 15 in total, right?

It is done and set in stone. You can view it yourself in the ISCA budget.

Although no work orders have been allocated (yet :) )

Damn, If only I had more time for that. Anyways, you're getting your ships around June.

There was a delay, but maybe you'd like the order upgraded to FCS-large? :)

The UKB is buying this variant: it will carry about 20 000 DWT, have an upgraded weapons suite, more electronics, better engines...

Only 5 million more apiece :D

EDIT: Anybody else would like to order? You can see a ship list in the ISCA budget.

Baerne Island supports the Central Sea Anti-Piracy Command, and will contribute a destroyer and a frigate if needed. Just so long as someone else is in charge; my security upgrades aren't finished yet, and I don't want to risk another rogue deployment.
