Penguin Musume - Like Lucky Star, but better
I say like Lucky Star because the main character is also a girl otaku and cosplay maniac, but better because penguin musume's girl has big tits, a more energetic personality, and is filthy rich.
Her name's Sakura Nankyoku. Her last name 'Nankyoku' literally means 'south pole' so her nickname's Penguin.
This anime's easier to get into than Lucky Star because it doesn't consist entirely of obscure references and slice of life. This show also has some action in it. It's also an online anime, meaning it's channel of distribution is through a free Japanese version of youtube. It has two episodes, each 14 minutes long, out so far and the English subbed versions can be found torrented or on Veoh, which I'll provide links to here:

Little notes:
- One of the characters' name is Kujira, which literally means 'whale'. This fact will be handy to know as you watch this series.
- The studio sent out a call to fans; a contest: the fan that makes the best fan opening will get theirs put on the second episode. So the second ep opening is a piece of fan work (most of it, I think).
- Look for Chiyo from Azumanga Daioh at about 2:29 in episode 1.
- Episode 1 has a notable translation error: At 11:31 the sub says, "That's enough; even though you're idiotic." That's totally wrong. Kujira's saying, "Isn't it alright if you're student council president?"

Whilst the crack was certainly on special offer whilst they made this, I don't think it's better than Lucky Star.
The strength of Lucky Star is that the characters, whilst a bit weird, are basically real. There are aspects of their personality that you can actually relate to, and they exist in situations that we've probably mostly experienced (albeit in a localised equivalent).
(Also, this series is designed even more to invoke Rule 34 than Lucky Star, and that made explicit reference to real Haruhi Suzumiya h-doujins, and even pointed the stands at Comiket that were selling them)

In fact, having watched the three episodes so far, it doesn't even vaguely resemble Lucky Star except for being set in a high school.
What it most reminds me of is Bokusatsu Tenshi Dokuro-chan, for it's main character with a wilful disregard for common sense, and it's frequently perverted humour. (Also, not as funny as Bokusatsu, but what is?)
