Both Arik and Rufus immediately shot to their feet and exchanged worried glances.
"Jesus Christ..." muttered Rufus. "I've got to get back."
"I'll have the airfield alert your crew immediately."
"Thanks Arik. Better call around, set up a tele-conference for the MESS leadership. Jesus...this is bad."
As he was preparing to leave, he turned back for a moment. He wanted to say something, but couldn't think of the words. He turned away and ran to the waiting motorcade, already forming up with record speed.

Saddamistan Wages War Against Libertia
The reclusive, mysterious, and menacingly poweful nation of Saddamistan has suddenly exited its self-imposed isolation in a spectacular, and violent, way. Under claims of some "Jihadist invasion armada" they have launched strikes against nothern Terra Libertia, and there are unconfirmed reports of an invasion fleet heading for the shores.
"We have no idea where this so-called invasion armada idea came from," a Foreign Ministry official said.
The government has issued a public appeal to Saddamistan for restraint, and asked for any information concerning the causes of this attack. It has also been reported that all military forces have been placed on Threat Condition Alpha, the highest level of force protection, and Defense Condition Two, the highest level of readiness short of war. President Shinra, on the final night of his visit of Canissia, is reportedly already enroute back to the Republic.

Now however with the country going on the offensive to remove what it calls quote "‘terrorist-pirate criminals and anti-Saddamistan agents" unquote. According to all news reports the bombing has been heavy in the area of the Sultan's territory, and anything that resembles a factory or a water-craft has been bombed, even the civilian fishing harbor's have received attention from Saddamstain bombs. There are even un-confirmed reports that Saddamstan ships were dumping was looked like mines over the mouth of one major River."

I can hear you fine Jim, and let me just say the past twelve hours have been chaotic. We've seen refugee's streaming south, we've seen seen groups of armed men attempting to flee to the south mixed in with the refugee's. At the moment what passed for the border guards here are stopping the armed men and only letting them go on if they surrender their larger weapons. Those with side arms are allowed to retain them, but anything larger than a pistol is being stopped and must surrender it before being allowed on.

There's little they can do here, up until recently this crossing was simply nothing more than an unoffical line between the Sultan and Lord Ramsley, there's a small stream here you can see behind me, only about a two feet wide and half that deep, but it served to mark the end of the land Lord Ramsley claims and the start of the land of Sultan Ibrahim. For the past two years the border guards have stopped and searched anyone trying to use the dirt road and old stone bridge that cross the stream back when it was larger.
What they have done however is call on local people here to help the refugee's, their local Commander has gotten the villagers just down the road to bring their pickup trucks and load the elderly and the young and drive them the thirty miles to the Town of Hilfa where International agency's had positioned some supplies. So far we've seen around two hundred refugee's at the this one crossing point in the past day. How many more will come is anyone's guess at this point. However this is one of the larger and longest established crossing points So if we are any indication, it's not gotten bad yet in the area.

A small group reporters and cameramen, including several of the rare Licensed Foreign Journalist crews allowed access to Saddamistan waited, while more then a dozen assault rifle armed guards, plus the security of the foreign journalists, watched over them. Further- the area in and around the country is to be considered a "War-zone" by all civilian shipping, as such major Insurance company's will not cover any lost ships in the area.

Damn it, this is not good. Saddamistan had growled before, and his dismantling of the Zorian space program had been extreme. But he hadn't expected this. I don't think anybody did, really. And it's the last fucking thing we need.
He stood up, and went out to the balcony, looking over his capital, and his country. Somewhere, off to the south, was Saddamistan, and beyond them Terra Libertia. He knew something would have to be done about this, but he wasn't sure what.
All he knew was, any conflict between him and Saddamistan would spell disaster for his people. But am I willing to risk the lives of those here in exhange for the people of Terra Libertia? It was a question for which, at the moment, he had no answer.

The eight inch thick steel blastdoors on the hardened aircraft shelter had perfect balance, and could be pushed by open hand if the electric motors failed, but for now they functioned normally, quickly sliding to reveal the MiG-25RUM reconnaissance planes within. It was getting to be an elderly plane, but its supersonic performance still left it able to out fly most tactical opposition, airborne or ground launched, and in any case a MiG-25BM2 defense suppression plane would be riding shotgun for most of the trip. The MiG taxied forward, steering around a huge blast wall which shielded the shelter door from grazing impacts. The sun was setting fast, and the landscape was cooling, conditions would be perfect for the infrared line scan in the camera bay.
Concrete was virtually the lifeblood Saddamistan, and hardened air bases its T cells. The taxiway opened almost directly onto a main runway at an angle, and included multiple hard surface and semi improved cross connections to foil attempts to cut off access with area denial weapons. After a quick inspection and lineup the twin Tumansky trubojets roared and the MiG rolled down the runway before hurtling into the air.
The pilot turned south at once, it was hardly thirty miles to reach the seacoast, and within a scant few minutes he could already see the far shores of Terra Libertia. It was too soon, and he was too low, the MiG circled twice, gaining altitude rapidly. The MiG-25BM2 escort joined as he did, before both planes jettisoned centerline fuel tanks and accelerated towards the hostile shore. The sun dipped below the horizon just as the MiG’s twin sonic booms rumbled lightly across the coast Terra Libertia for the time since the mid afternoon bombing raids.
Guided by two Il-76 ELINT variant transport planes off the coast the MiG swept along a course 20-30 miles inland, and some 200 miles long roughly parallel to the coast. The linescan and cameras snapped away at mach 2.6, recording a series of clusters of fires in the forests. At one point both aircraft took evasive action after detecting radar emissions, but a single anti radiation missile silenced the L-band air traffic control set which had been inoperative at the time of the afternoon strike. The recon run was completed in less then fifteen minutes, before both planes turned back for home nearly empty of fuel, and laden with precious information.

Libertia is engulfed by flames of war. The Northern coast, known to be ruled by Sultan Ibrahim, is attacked by Saddamistan without any warning.

Defence Ministry announces intent to build the new F-100 frigates from Republic of Shinra in a licensing deal which entails 50 million per frigate built.
The Defence Ministry concluded in a study that the F-100 frigates from the Republic of Shinra would be suitable in meeting the needs of the IBN. The licensing agreement concluded would have Byzantium paying 50 million per frigate constructed. The Defence Ministry intends to construct 4 frigates per year from the next year on before ramping up production over the next few years. "We decided this based on the fact that our shipyards need to retain the warship construction know how and to keep the shipyards as busy as possible." says a spokesman.
The ships were selected based on the fact that the navy already operates the Komneni class destroyers and Arleigh Burke ships from Wilkonia and these ships with their smaller Aegis systems represent a natural progression in the navy's evolution. Some where kept loaded with more or less stable agents, but most had to be stored empty. That was changing.
Watched over by a cadre mechanized brigade of the Special Republican Guard, more then two thousand workers plodded about in complete chemical protective suits, each man barely able to work 15 minutes in the sun before requiring relief and rest. Slowly the empty casings were loaded onto trucks, which took them away to the filling facility several miles away in its own compound, while railway cars were loaded with the already live warheads. When the world first turned its eyes to the problems that plagued the land of Libertia, the crime and poverty, anarchy and warlordism, compassionate citizens from Shroomania and all over the FUN joined independent aid efforts to help the Libertian people. While the governments of the world were at an impasse in regards to Libertian intervention, these individuals bravely volunteered themselves to the noble cause of humanitarianism.
Doctors and nurses from the Mushroom Organization of Medicine, PeZookian university students, Rail Republican railroad workers, these people came together to aid their fellow man and were even joined by those who were from the OMSK and the MESS nations - Mormon missionaries from Lonestar, and CLITs from the Red Technocracy, to name just a few.
Today, all that was achieved by this philanthropic cause is undone in an instant, as Saddamistan continues its relentless onslaught on the Libertian north. Now, the brave and generous men and women who came to help the people of Terra Libertia are heading home, due to concerns for their own lives, or at the behest of their worried governments.
"I really can't believe it's coming down to this," said a Shroomanian doctor clad in dirtied skintight pants. "We were doing so much good, there really was hope. We were expecting that sometime soon, there would be a big international relief effort - that the governments would see what we were doing and get the message. Now, it's all gone. We're getting them out before they get caught in the fire, and all I ask for is the cooperation of our friends and allies in saving all our people."

yes, the plan was two fold, to improve the situation for their fucked infrastructure with the three competing warlords, by providing enough cell phones, with basic solar rechargers to get the country communicating, and try and pull them up like India.
The other part of the plan was of course to get the warlords and their minions communicating, particularly the ones who are making deals with pirates and terrorists. since we would be supplying the Cellphones, using Bean's sat system, no one would care to notice that all the Cellulars shipped to libertopia were more or less bugged by our Electronic Intellegence Secret Service. (EISS).

Funding and organization will be done on an international level, but I'm sure the more 'tactical' concerns could be handled by the individual nations themselves. If anyone needs help in setting it up, just ask and the rest of us will provide, of course. Right now, Shroomania has local emergency assets ready for anything.
3.) Shroomania has six Blackbeard batteries. Five Slowbeards and one Fastbeard. We've activated them and pointed them at the Central Sea. We've got everything mobilized - air, land and sea. The SAF is patrolling the skies in full force, and we're willing to send our pilots or even our Mercenary Aces to safeguard any of you who feel vulnerable at this time. The Navy has also deployed most of its assets - the forty frigates are continuing their patrol, but now we've got the destroyers, submarines and the Flattop setting sail. In a couple of days, the Yer Mom and the Yer Face submarines will be out of drydock as well.

Fastbeard missiles have been removed from storage and are on their way to launch batteries. All JASD batteries will be armed with Fastbeards within 48 hours, at which point they will disperse from their bases.
Civil Defence agents have been activated. Schools and businesses received instructions on their local civil defence infrastructure and procedures. Drills will be run in 48 hours in schools, businesses and government buildings.
Short of outright mobilization, this is the highest readiness state possible for PeZookia's military. This move was undertaken based on as of yet uncofirmed rumors about Saddamistan's WMD capability.

King Andreneas II cut short his tour of the world on the eve of his planned visit to the Duchy of Langley. Instead with tensions rising over the growing conflict between Saddamistan and factions in TerraLibertia he flew home today in military jets to consult with the Committee for Imperial Defense. After an all night session the Committee early this morning announced that while the Army would not recall reservists yet they Wilkonian Imperial Navy would sortie at the earliest possible hour. Minor refit work on HIS WHORE Jessica Alba and final fit-out work on HIS WHORE ElishaCuthbert was set to be suspended this afternoon so all CVBGs would be available. Early plans being discussed looked to send at least two and as many as three CVBGs to temporarily base out of Adrianopolis so they would be available to intervene if the MESS moved to intercede.
Meanwhile The Red Cross of Wilkonia was given free lease on two Wilkonian Container Transports and is working with Fulton Yards to modify a series of 20 ft ISO containers to include plumbing and bed facilities to take on refugees. Current estimates indicate that the first of the two ships will sail by the end of the week to help take on refugees from TerraLibertia. Concurrntly the government announced that a relief fund would be created with $250mil in seed money from the government. Fund directors will be provided by a combination fo Red Cross and refugee representatives. A hotline for donations has been established and the Red Cross has indicated that they will contribute beyond the sizable operational investment in getting the refugees out.
