The Emperor finally makes official his recognition of the Libertian Diocese and Alexandria

Communicating from a deep bunker in the Anatolia mountain ranges, the Emperor finally made official his recognition of the Libertian Diocese and also recognised Alexandria as well. Pending further discussions, the Emperor has held off any recognition of the Sultanate.

Patriarch Ramsley was grateful for the approval of the Byzantine Emperor, pledging to lead the flock responsibly. It was only a few months ago where the Emperor threatened Ramsley with an Anathema if Ramsley chose the fanatical route after the extremist speeches made in Red Technocracy. The Emperor also pledged to donate some relics to the Cathedral of St. Basil once the situation in Terra Libertia stabilized.

Rufus shook his head. These sorts of claims were about par for the course for Saddamistan. But he didn't think it likely anybody was willing to play along this time.

"Send him a message. Ask him for some proof of this so-called threat that a faction within a disorganized and wartorn land could possibly pose to him that would even remotely justify his attacks, and we will consider it. Especially considering the damage only one of his airstrikes caused."

While the stand of with Sadaamistan continued, Indhopal announced they were giving the mineral survey contract to Baerne.

Thet also continued work on their bunker complexes, trying to hide their condtruction as civillian construction as well as building decoy structures. It was all part of a strategy to make Indhopal more trouble than it was worth to invade. Many of the structures being built were planned to be able to support a prolonged insurgency if neccesary.

The current forces of Indhopal were also on high alert given the real possibility of nuclear war, prepared to give assistance to the country's civillians if things took a turn for the worse.

King Zor-I walked to the podium. He had rehersed the speech a dozen times over, but still did not feel ready. He was clad in his trademark Black Pinstripe Suit and Fedora for the ocassion as he was broadcast across various networks.

"Citizens of the Sovereign Kingdom of Zoria and of the Commonwealth. Recently, the Arab Socialist Ba'ath Empire of Saddamistan, an isolationist, tyrannical and hostile power, has declared development of a nuclear arsenal and, although these claims are not confirmed, to have deployed nuclear submarines around the world. We are not sure of everything, some-things may be blatent lies conjured up for propaganda purposes, but the fact of the matter is that Saddamistan, an agressive isolationist tyranny now has nuclear copacity that we beleive is pointed at our cities and those of are allies. Combined with it's hostile moves towards Terra Libertia, this scenario has made doomsday visions of nuclear war, once mere fiction into a deadly serious vision of the near future.

"But does this mean we shall let Saddamistan attack and expand and attack without fear of consequence? Does this mean we shall abandon our allies? Of course not, while they may have gained new toys, the OMSK Pact still remains larger and more powerful and our forces are prepared, should the unthinkable happen, do there job to defend our homeland from these agressors. My title of "Leader, Protector and Defender" still applies as much as it always has, and i stand by our allies in OMSK Pact against whatever barbarians may gather at the gates. It had been only a few hours ago that they had received their final set of orders; along with final loading of the "special" munitions, the orders were clear and simple; take your CVBG out as fast as you could into the great northern sea and run silent under near total EMCON, as a floating reserve in case of a devastating attack on Shepnukistan.

Colonel Kozlowski looked at his orders once more; and compared the orbital tracks in the appendixes of the orders with his targets. Orders had come down from top to prepare the RB-71C for a full up nuclear armed launch in the event of war.

TAB A listed a series of tracks that would take him over Saddamistan, where he would release his pair of 80 kiloton devices against Saddamistani C3I complexes; while TAB B listed the two targets he would strike in case of war with the MESS; Tian Xia and the Lone Star Republic's main communications centers. Word was the brass thought that a nuke landing near them would throw enough chaos into the entire enemy chain of command to let the bombers in.

Kozlowski heard the roar of the turbopumps as the storable propellant was pumped into the launch vehicle; they'd be able to maintain a fifteen minute launch on alert posture for at least three to four days before they would have to detank and inspect the launch vehicle.

All possible measures have been taken. The Subway system here in New, New York has been double hermetically sealed. Constructions crews have worked around the night to construct crude seals over all entrances. Considering how large and subway system is here, we are fortunate. Within the week what is crude will become a fully functioning sealed shelter for all civilians. The air in the tunnels is already purified and pumped in. Adding a few more filters on presents no challenge.

It is not the city folk I fear for now. My farmers, my ranchers, the little villages in the woods around the Mountain. They have no such ready protection. At best I can offer them only calm words.

That.. and MY word.
And that is still worth something damn it. Whatever the cost we will stay out of this. I can not withdraw my ships from Zoria. But I do have other options.

For the first time, King Arik Coyotus-I was grateful for Q's little "trick". He sent his Personal Assistants --and the children-- through the portal to wait, with more than enough gold reserves from the Treasury to set them up if things went from bad to worst possible.

"Sir, we hear unconfirmed reports that Shepnukistan is readying air strikes," Colonel Rassnar said, "Not that this is wholly surprising."
"No, Colonel it is not surprising at all," Arik said, calmly sipping his coffee. They had a full bar stocked in case it became evident that they weren't going to make it-- may as well go happy.

"Shep wil be readying a full strike on Saddamistan," Arik said, "And at this stage, frankly, I wouldn't blame him. The offer for overflight stands, hell, if he needs tankers I'll consider it."

"Naval Chief on the line, Excellency," said the Defense Minister, Ral Tenn. He handed Arik the phone-- an old-style land line, so the transmission would not be picked up.
"What's the word, Admiral?"
"I've gotten all the ships fuelled, stocked, and ready," the Admiral said, "They await your word."
"Then the word is given," the King said, "Surge everything we have. The deployed ships already have their orders?"

"Yes, sir. If Canissia is wiped out, they are to go to the nearest allied or neutral nation that will accept them and join them."
"Let's hope it doesn't come to that, Admiral."
"So say we all," Admiral Cain replied. The phone clicked off.

"Sir, the zeppelin--" Rassnar said.
"Yes, let's get airborne," Arik replied, "So ol' Sadman threw a nuke together from his 'peaceful' power program in the short period of time since this blockade started, huh?" the King asked, shaking his head. "Yeah. And if my aunt had wheels, she'd be a wagon. No telling how many that nutcake has cooked up, and he's been waiting for something like this so he could test one and see how quick we all get scrotal-shrivel. Great."

"On the other hand, sir, if he did, indeed, just crack the atomic threshold, he may indeed have but a couple."
"Not worth the risk," Arik said. They reached the beach where Royal Z-001 had landed. The King and his officers got in, and as they went up the ramp he looked at the Palace. "Damn, I love that place. Just got the new hot tub working again, too. I hope Shep tuns him into a glow-in-the-dark raisin."




Results:
Canissia locks down, people in shelters, ships sent to sea, the King in his airborne command post-- and his progeny and their mothers safely back on Earth.

Preparing for the worst.

It began over the last few weeks. Thousands of Construction workers were employed by the state and were busy using tunneling tools deep in Anatolia. Rumours have been swirling around that the Emperor has ordered the construction of an underground city and factories in anticipation of possible WMD strikes. Not much is said, but the press has been told to be silent about the ongoing works. A massive extra-budget allocation was dedicated to these works. Stockpiles of grain and essential food stuffs and raw materials are being stored in these underground complexes.

In the past few weeks, the citizenry have been undergoing constant drills. Citizens are being warned of the prospect of Total War and to be prepared to commit themselves to the survival of the state. Current mood is weary and many citizens are fearful. Church attendence has risen and the Ecumenical Patriarch has urged the people to keep calm and to have faith. The stock market sentiment is dampened by the recent problems in Terra Libertia and is expected to be so in the coming months. Meanwhile, the Empire's third source of manpower, the Theme, has been steadily mobilizing and citizens have been shuffled in and out of the uniform undergoing training in preparation of possible Mobilization.

The Empire has not gone into Total War mode, but it seems that everyone is slowly coming to terms that the situation may deteriorate quickly and everyone has to be prepared.

Fleet movement?
There has been word that our fleet which headed for Terra Libertia might be changing course for another destination. Not much word on what is going on though we will try to get official word from the Defence Ministry.

RMS Pegasus


The Pegasus was a Ticonderoga-class Cruiser, and right now it carried all the eggs in one basket. Not what the King, the Defense Minister, or the Chief of Staff wanted, but it was all they could arrange in time.

CASE CYCLONE had, itself, been hastily put-together, and now its unwanted plans were being hastily implemented. What few nuclear weapons Canissia had --and it was a tiny inventory of 20 tacticals-- were on the Pegasus. The original plan had been to just put them on the Anukets when they were ready, but circumstances deemed otherwise.

The plans were upgraded. There was an A-list, a B-list, and a C-list. All things considered, if the shit hit the fan and it came time for the TLAMS to fly, their 20 impacts would be pinpricks compared to everything else that would be going on... but at least Canissia would go down fighting.

Zorian Fleet Command Bunker outside Port Victory

Admiral Adam Williams looked over the executive orders again with an unusual mix of relief and cosern. It seems like something had been reached in the conflict, but it might leave them naked. He was still conserned, but he had a job to do.

"Send out orders to the Victorium and the Nelson and their escorts to return to port, keep the Imperator group on standard patrols of our waters. I am sure that the crew of CGN-3 will be grateful for some ahead of shedual vacation time."

That was the Pezookian Argument which swayed me towards recognition of the Dicoese and Alexandria. However, from a PR standpoint; if we recognize the Sultan after he's declared jihad on me; then it looks like he can threaten jihad and get what he wants. Perhaps we can make him rescinding the jihad a precondition of any recognition by Shepnukistan?

I suggest you withdraw any naval forces you have from the central archipelago; the straits between everyone are just too narrow and limited, and they're getting mighty crowded, even without a war happening.

That is the core, comrade. If he's a nation-state, and he does not rescind the Jihad, he has just declared war on an OMSK nation. Which means, our next turn is an ultimatum, and then, well, I wouldn't want to be in Sultan's place for all the money in the world.
I suggest you withdraw any naval forces you have from the central archipelago; the straits between everyone are just too narrow and limited, and they're getting mighty crowded, even without a war happening.

In that area, everything is so damn close together, that even a 500 MPH (800~ kmh) missile can reach any target in virtually all of the straits fired from the coastline in about three to four minutes; giving very little time for the defenders to react. Gets worse if supersonic missiles are used; then you only have one or two minutes with a relatively slow 1.2 Mach missile.

Also, there's no room for a battle group to disperse far enough to make area effect weapons useless without running into things or other battlegroups; if you go out of the archipelago into the Great Planetary Sea, then you have room and time in which to manouver, or disappear into; making the enemy's task of killing your navy much harder.

It's why I deployed my fleet several hundred miles north of Shepnukistan in the Great Northern Sea; it's going to be virtually impossible to find now; and they have the room to shoot down incoming vampires; and also ASW is much easier now; since we no longer have to worry about the noisy shallow water environment....

General Secretary, As I explained before, what good would those Naval assets have done? Pure picture that's all. My fleet and the HMS Triumph were just under 40 miles from Saddamstain soil. Squarely in Zorian waters.

Let he say what he wants, there has yet to be a single instant in two years time of a Saddamstain man'o'war trying to enforce the 500 mile limit. Like the "infinity +1" sky claim. The Great Saddam will take what other nations grant him, and what we have granted him is twenty two miles same as everyone else, and diverting satellite flights to not directly overfly the physical terrain with orbitals.

The reason he says 500 miles again is simple, it gives him wiggle room. If he wants to attack the Mess he can claim that they violated the 500 mile zone. Which they all are. In fact most of the Mess fleet according to our LANDSAT birds are within 10 miles of the 22 mile limit. There not directly challenging the 22 mile limit the world has agreed to, but they sure as hell violated the 500 mile rule.

Again, it's a rule no one follows and they don't enforce, so let them tell it all the way. Heck every time the South Sea's Fleet surges they "violate" Saddamstain's 500 mile claim. He's yet to make one complaint. We respect the 22 mile limit, his Navy has respected the 22 mile limit. The 500 mile thing is just playing to his crowd, his own people to be sure.

You must view this in context Gentlemen. The standing down of your military in actual terms means nothing. The Central Sea region you were operating in was over 700 miles from Saddamastain, even the Saddamstain water's edge. Byzantium and the Red Technocracy were already not a part of this fight, nor was Sheppard to be honest since he left his ships at home. Only Zor and myself had dogs in this fight. And even as we speak they are headed home.

Yes Gentlemen, Zor's stood his forces down and the South Sea's Fleet has been ordered home. The only two left in this fight are the Mess and the Great Saddam.

Everything that I have predicted to come to pass has come, the only question is the last bit, the bit I have no idea... how will Saddam react?

Citizens of the World and in paticular those of the nation of Saddamistan. I am called forth to btoh defend actions taken and to appraise others of actions which Ifervently hope may never come to pass.

Be it known that no nation should by any means engage another in hostile action unless they themselves be provoked by unilateral and coequal action. In all such cases the judgement of nations will come down upon those who seek to create the circumstances of war. In the present crisis in the Straights of Libertia there exists a fundamental disconnect between the understanding of the world at large and that of Saddamistan. As such the MESS calls upon that nation to bring forth evidence of its claims that it has been subject to attack. Aggressive and unfounded attacks are a bane to the discourse of this world and threaten the stability which we all seek.

If Saddamistan has been attacked then it should come before the world at large the reasons and causes for their actions. However in the present case no effort has been made to show such reason and given that the MESS is clear in holding to the principal of self determination. The people of TerraLibertia have as a right to determine their own future without the intervention of ANY foreign power.

We will not set foot on TerraLibertia soil save to enforce those laws which the concert of nations have deemed applicable to all. We SHALL, however, prevent any armed force from interfering with that nation. The MESS has clearly, and loudly, made certain for all that we will not brook other nations intruding upon the affairs of another save by clear and obvious injury by one towards the other.

We hold that all nations are responsible for the betterment of the world and the conduct of our peoples. We most certianly hold all nations, including our own, to be responsible for supresing piracy and enforcing the laws of the sea. We hold all nations, including our own, responsible to uphold the bans on biological weaponry and to respect the sovreignty of each other.

Within such a framework the Straight of Libertia are a mixed zone of Libertian, Saddamistani and International Waters. Those waters are, and MUST, remain free for the passage of innocent traffic and we shall defend that right with force only if we must. The island of Terralibertia holds sovreignty over itself and such sovreignty shall be defended should others attempt to intrude upon their affairs in any means other than peaceful.

The Chief Administrator has made clear as I now re-inforce:

1) The right of sovreign airspace and waterways exists for what was one TerraLibertia and is now the seperate realms of its three competing rulers.

2) The same claim holds for Saddamistan

3) In both cases the extent of that sovreignty is no greater than that which the nations of the world have adjudged as being proper and have ratified into the Law of the Sea.

4) No nation has a right to engage in hostilities with another save by greivous injury to the aggreived party.

Therefore the MESS SHALL:

- DEFEND the right of innocent passage as laid out in the Law of the Sea

- DEFEND the sovreignty of TerraLibertia as befits any and all nations.

- DEFEND ourselves and our possesions within international waters and prevent the destruction of neutral possesions in the same.


In accordance with the aforesaid I have today dispatched Vice Admiral, Sir Walter Scott Fremantle, Duke of Rutherford, to take charge of all Wilkonian forces already present. He bears with him my personal seal as a representative of the Crown and will ensure that the actions of ourselves and our allies are above reproach.

I do, in all this, beseech the representatives of Saddamistan to come forth into the concert of nations to air what grievances exist that they may be given weight for being brought to the light of day and resolved by the peaceful workings of the whole world.

The MESS does not seek confrontation but we SHALL defend the rights of those who lack the capacity to defend for themselves, the People of TerraLibertia.

Red Technocracy Supreme Council Communique

- The proposed standdown demanded the return of ships to harbor, even as it was stressed many times that the ships of the 2nd CSNG were circulating around Pezookia and other small Central Sea after it was decided the MESS is blockading Saddamistan's attempts at interference and we are defending the Central Sea nations.

- The other battlegroup, 1s CSNG, headed exactly to the wide and clear Western Ocean, where it could travel far enough off the coast of Saddamistan not to get caught in his ASM fire. It was well beyond the 500 miles range, and it was operating jointly with Byzantium's 1st GSG with Justinian.

- The Central Sea region, however, is well within 500 nautical miles off Saddamistan's coast, sadly, and many nations which are our allies, or where we have military assets deployed, or constructed in joint ventures, fall into Saddam's preposterous "exclusion zone".

The Emperor has asked Patriarch Ramsley to send a letter to the Sultan Ibrahim. The letter bears the Seal of the Imperator. Though the contents of the letter is not fully known, the Emperor is said to have asked the Sultan to rescind his call for Jihad, in return for full recognition by the Byzantine State. At the moment, Byzantium maintains informal contacts with the Sultan, who despite the fact that he does not regard Patriarch Ramsley highly, the fact that Byzantium is the seat of the Ecumenical Patriarch and holds considerable sway over Patriarch Ramsley has made the Sultan more willing to allow embassies from Byzantium.
