I'm almost ready to say, just for the sake of being contrary, that a really awesome and off-the-standard sort of Perfect FPS game would be a game where you play an Ork. Now hear me out.
Now you're allowed to have a game that intersects with a variety of foes that should be drastically more powerful and skillful than you, and it also allows your team-mates to be the brainless heaps of meat we expect from our modern AI. You'd be allowed to order them around in very specific senses, tell them to go off on their own, or whatever it is you need to do at that point in the game. You have an in-theme explination for the ridiculous amount of trauma your Ork body can suffer, and you also get an amazing amount of use out of looted equipment.
As you advance through the game you get bigger, tougher, and more leadery. You have an option to use Waaagh! points at the end of each mission, or at a Dok in-game, to upgrade yourself with Kustom Gadjits like extra armor, an improvement to your favorite gun (like taping another gun to it) or a Power Klaw that replaces your old melee strike. At the end of the game you're a big Warboss-level guy who is now organizing a massive push to take the planet, with a cadre of worthless helper AI members and a massive amount of guns and weapons at your disposal.
The Guardsmen can be your standard foes. There's lots of them, they're good at long range but die quickly, and they give you lots of lovely gruesome death options for up-close. Space Marines are a real threat to you even in melee, which forces you to use specialized tactics. Or Taktiks. Your first battle with a Space Marine might be a single wounded Battle Brother and you and 3 boyz need to take him out, and it's your tutorial for using squaddies for assistance.
