Civil Defense Office Announces Massive Expansion, Spending
In news yet surprising and unsurprising, the Civil Defense Office (CDO) announced that major efforts in improving Civil Defense have begun. Projected to be costing billions, these shelter projects will build upon work already developed for the command-and-control facilities, government shelters and hardened space launch centers.
Expansion of OTH Radar Systems Approved
Due to the possibility of long-range carrier strikes against the IRT, the OTH radar system will be extended to cover a complete 360 degree arc. Completion of the primary archipelago-facing arc should be completed on time within the next year; completion of the new arc is expected to take roughly one additional year.
The Central Sea, TF70
The ships moved without incident into the Central Sea, though constantly buzzed by FUN and MESS maritime patrol aircraft, no effort seemed to be made to stop them. Apparently no-one had expected that IRT-flagged shipping and naval vessels would come the long way around and bypass the choke-point the Red Technocracy created. The waters here in the Sea were remarkably calm; the weather proving most cooperative. It was time.
There had been considerable debate as to whether to attempt to use a stabilized launch platform and a Falcon rocket; owing to technical immaturity this plan was scrapped. As a result, this event would use expendable barges serving as the base of a short-lived tower. Aircraft continued buzzing around, wondering just what those insane Tonkinites were up to. Drilling, gas exploration? That would be crazy, the Reds would pressure FUN to close down their private little sea to the IRT if anything was done.
No, this was different.
As satisfactory progress was being made, a freighter festooned with communications and observation equipment began broadcasting a Notice to Mariners informing everyone that an exclusion zone centered on the tower and extending out to a 10 kilometer radius was now in effect. Several hours would be granted to evacuate any traffic in the area - with the assistance of the TMSDF ships and helicopters in the area if need be; once the deadline expired, it was said that "we cannot assure the safety of any vessel or aircraft in the EZ. "
Repeated warnings were broadcast, helicopter patrols made, ships formed a cordon. The clock ticked down; Site 596 was ready.

"So, few cops, a population of workers, and a low military prescence. How about any undercurrents of resentment?" Jackson Blackpelt asked of his best scout. Lukin ignored the undercurrent of resentment he felt emanating from Kelah Bonesteel and concentrated on his duty to Jackson.
"Among the Hadera native city-dwellers, there is little. They are mostly dedicated citizens who live and work here, with ties to the community, and haven't experienced any serious degredation to their conditions. A few are students," he added, "Here for temporary study before moving on."
"We don't care about the yokels," Kelah said over her Swiss Mocha, "What about our people, the ones who count."
"Well," Lukin said, absently scratching a pattern in his napkin before continuing, "Most of the guerrilla types are here because they honestly think they are going to make new, better lives for themselves. They work optimisticaly, and many seem quite pleased."
"And those that aren't?" Blackpelt rumbled from behind his own mug.
"A few are discontent. They despise the hard economic conditions, the lack of cosmpolitan amenities that have come with the downturn. These are the ones that would be considered middle-class, and would like something better for themselves." Lukin appraised.
"Bourgeoise," Kelah snorted, showing her teeth in dark mirth, "The goddamn Kapos are the only ones discontent enough to do anything-- and only because they want to go back to their silk-pillow servitude. They deserve to hang alongside their masters," she sneered, leaning back in her chair.
"Have any of the Neverhoodniks actually left, to go to Shepnukistan, or emmigrate elsewhere?" Blackpelt asked further.
"Some have left, a few families. I believe they went to Shepnukistan but I don't have any way to verify it, sir." Blackpelt nodded and contemplated this while taking another sip of coffee.
"In my opinion," Blackpelt said, "This is a good place for us to hide, and a bad place for us to stir the revolution." Kelah sat up, her expression largely unreadable behind her dark glasses. Lukin nodded minutely, it had been a position he'd argued before.
"So we are to hide here like leaf eaters and do what?" Kelah asked, "Get jobs alongside the happy zombie Haderans?"
"No," Blackpelt replied, "This is a good home base to return to. Things here are still hectic and we can slip in and out through the lack of tight controls. Some of us have already done well in infiltrating into the population and creating good public faces," their leader said, with a shrug towards Lukin Grey. Kelah's face twisted in disgust.
"You and your student whore," she hissed. Lukin had set himself up with a semi-regular girlfriend from the University nearby, and was slowly making connections through her. She was something of an airhead-- or at least, socially awkward, since she was studying to be an engineer. Her name was Tatiana, and she seemed mor einterested in partying and getting high than her studies.
"Lukin's local contacts," Blackpelt emphasized the plural, "have greatly added to our ability to enter society here and develop covers. He has also learned a great deal of sociological background that helps in blending in without raising eyebrows that lead to questions. He has also found some possibilities for us to contemplate. Right, Lukin?"
The young man could not completely enjoy being in the spotlight of Blackpelt's favor, since Kelah was sure to make life difficult for him later. Kelah's position in the movement was odd-- while it was her bloodline that started the RUF, Blackpelt had been bestowed as leader by their founder. Taking Kelah as his partner affirmed her position as the "Alpha female" of the group, but the background led to complicted loyalties. Lukin hid his discomfort behind another sip of coffee to wash down a croissant. Why can't I find a decent ham croissant here? he wondered absently.
"Well, we may have access to some smugglers," Lukin informed them, "And of course that means a ship. We can continue our revolutionary mission," he said with a nod towards Kelah, always trying to maintain enough balance with her to remain safe within the group.
"Drug smugglers," Kelah snorted contempt.
"Drugs have been a valuable tool to the movement before," Blackpelt reminded her, "as a source of income and as a means to bribes and untraceable payoffs, and most importantly as a means to keep certain parts of the population stupid." Kelah knew all that and leaned back again with a big sigh. She glared at Lukin for his annoying resourcefulness.
"A ship will do us well," Lukin said neutrally, putting things back on track.

The authorization does come with the provision that if used no further acquisitions not addressing the nation's shortfalls in fixed defenses is permitted prior to Q1 FY2013 can be authorized. Considering that FY2012 is an election year it is doubtful that Parliament will back down from its stance.

Miri Bernstein looked at her roommate with a question writ large on her face.
"Exciting?"
"I mean--" the younger girl teehee'd around her glass of vodka and kahluah "The militia guys! They're so politically active, and ready to fight! Isn't that cool?"

Miri stopped for a moment while her roommate-- she wasn't sure if they were friends just yet-- said something in Russian. Clearly the blonde undergrad was drunk, and so far she had been drunk for six out of the seven nights she'd been assigned to the new colony. She was supposed to be an intern programmer for the new automated heavy-duty mining robots, but seemed to spend most of her time partying. Miri could barely remember her name-- Tatiana, or something like that.
"Yah, cool," Tatiana said, putting her glass away. She'd changed from her bulky work suit, showered, and put on her 'going-out' things... bright makeup, skintight black pants and a bulky, dirty engineer parka over an almost sheer blue halter. It was some odd style from among the 'arcade girls' at the Eilatia Boardwalk. Miri thought it looked slutty, wich was probably the point if she was trying to imitate the arcade girls.
"Do you not like the cause?" Tatiana asked Miri as she was getting ready to go out. Miri looked up from her reader. She was working as a TA and needed to teach a class tomorrow on geology --and that meant she needed to be caught up. The war was a far away concept for many in New Hadera, and she liked it that way. I spent way too much money on this education to let myself get swept up in a bunch of bullshit.
"Tch. they're not some abstract cause, they're people."
"I know that," Tatiana tittered, "Do you like them?"
"The ones I've met, I like," Miri replied with a shrug, "The ones on campus are the only ones I talk with much. They seem more interested in handing out pamphlets than studying, though."
"Then you should go out and meet more."
Miri sighed and smiled at her younger companion. Dressed like this, with her blond hair pulled up in a whalespout, Tatiana looked like such a poser pirate girl. A bratty kid, which, Miri supposed, she was. She indicated her reader.
"Maybe on the weekend, Tatiana. Tomorrow, I have to be ready to give a lesson."
"Okay," Tatiana said with a perky smile, "This weekend. Se ya later." The door swished open to reveal the functional, drab halls of an economically thrifty mould-poured concrete dorm. It was cool, but with enough pressure and atmosphere in the valley to walk about with just a coat on. A tall form stood outside and Tatiana walked towards it, saying something that Miri couldn't hear. The two walked off together as the door closed.

King Paul I announces his wish for negotiation with the UAR
The televised adress was a little late, due to the FUN conference ongoing at the same time. Nevertheless, king Paul appeared on TVs of anybody who would listen - and that included, of course, the UAR ELINT people.
"Fellow citizens of the world.", he began, "A time of an all-time crisis in international relations is upon us. Nations, big and small, make emergency preparations for what they see as an impeding nuclear conflict."
Images of random military equipment show on the screen with ominous music.
"The causes of these tensions are multiple and complex ; The participants - different from each other."
Saddam The Great's speeches are interlaced with images of various other leaders.
"In order to avoid nuclear conflict ; To facilitate peace and prosperity rather than death and destruction ; In the hope to ease tensions and develop a mutual understanding, the II Republic Of PeZookia wants to stretch out a hand of friendship towards the UAR."
"None of us want war ; Only an insane man would desire destruction on a massive scale and death of millions. Trusting the UAR to be rational, and desiring security and prosperity for their people, PeZookia wishes to engage both Saddamistan and Shepnukistan in diplomatic talks."
A pause. There is audience in room where the adress is being televised, and stunning silence dominates there.
"We wish to hear what Saddamistan and Shepnukistan desire from the world, and exchange our thoughts. The UAR has in mind the position it wants to take, the way they want to interact with the rest of the world. We wish to hear those thoughts, to consider them and negotiate a compromise showing respect and understanding, rather than antagonism."
"We understand the UAR feels threatened at this moment ; We know they took offence the world community does not look kindly upon their bio-weapon programs. But we are not warmongers ; We do not wish death upon anyone, which is a reason for the Bio-weapon Accords in the first place."
"I urge the UAR to communicate their concerns, to make their voices heard on the world stage, and to move towards a compromise which will ensure peace and security for the world, before it is too late."
The King finished his adress with those words, and the TV screens went silent.

The detonation was easily observed in many points. The first to report the blast were FUN maritime patrol craft orbiting the IRT's exclusion zone. As data raced up throughout the C&C networks, various scientific sensor stations started picking up gusts of wind, increased wave movement and temperature changes. Lastly, several private ships reported distant flashes and "What sounded like thunder".
By the time the news got to the assembled FUN representatives, plenty of news stations have already interrupted their programming with a "Breaking news" segment.
All the gathered national leaders got the message in various ways. Aides whispered the news, others received sealed envelopes. The common reaction was shock, incredulity and amusement.
"Okay...", king Paul was the first to speak up, "I think the FUN needs to formulate a response to that. While they theoretically did that in international waters, it's obvious that what they wanted to do is ruffle our feathers."
The televised adress was a little late, due to the FUN conference ongoing at the same time. Nevertheless, king Paul appeared on TVs of anybody who would listen - and that included, of course, the UAR ELINT people.

The Negotiator was in town, for a meeting with one Admiral Micha Dayan, apparently the MESS' military governor for the city. The Admiral kept his headquarters well away from the port and in a heavily reinforced building - just in case something nasty happened. And, since this was Neverhood, well, nasty things happened every day. Heavily-armed insurgents, militia and who-knows-what were around. Even the "calm" cities in the West and East weren't exactly safe, but the Negotiator had earned his chops in the nightmare of Libertia, before it started calming down.
And, well, TIM wanted in Neverhood before anyone else. And that meant concessions. They were ... well, not too bad. Surprisingly light, even. The usual rigmarole of proper wages, safety standards and whatnot - but for the local regions, those translated into relatively low ones by First World standards. No, they wanted to make sure that at least half the work crews were local people. Easy enough. And that they'd have their own security - and liability. Also easy enough. The only worry was that the damned MESS or Neverhoodians would throw a stunt to sue them and earn a fortune. In exchange, none of the government-aligned resistance forces would bother TIM's operations in Neverhood - on either side of the Inter-Neverhood Border (INB).
All told, the deal was ... reasonable. ProTec would be the PMC, as usual. Resources exploited, another dollar made.

Mustapha stared up at the nondescript ship flying the former Libertopian flag. The ship had been lying in the harbor ever since the Great Revolution, unnoticed in the great chaos flying about; and skipped over by the Neverhoodian People's Front (NPF) since it wasn't flying a Nukistani flag.
His company had just gotten a contract to unload the ship in question, the S.S. Fort Stikine, of 8,700 bales of raw cotton, three hundred drums of lubricating oil, and nearly 1,300 tons of agricultural supplies.
By noon, most of the lube oil drums lashed to the deck had been removed, and they were starting to make headway with the raw cotton; when one of his workers spotted what looked like white smoke rafting from below decks.
"Damn it; we have a fire on board," muttered Mustapha, who was supervising the operation from the ship's bridge. "Find the location of that fire, and form a bucket brigade, we can't have it reaching the cotton and ruining it."
Ten minutes later, one of his workers burst into the doorway; "EXPLOSIVES!" he shouted; his eyes wide with terror.
"Wha-" began Mustapha, but he never finished the sentence, as the 1,395 tons of explosives buried deep in the S.S. Fort Stikine's hold detonated.

The huge roar shook the building, causing dust to fall from the ceiling as the cheap plaster distengrated under the shock.
"What was that?" asked the TIM Negotiator.
"Fuck if I know," muttered Dayan. "Sounds like something big just blew up."
Suddenly, something flew through the reinforced window and landed on the table between the two men with a crash.
"The bloody hell is this?" muttered the Negotiator; staring at the gold bar which had landed in the middle of the table.
Picking it up, Dayan studied the marks on it. "Looks like it's from the Neverhoodian treasury."
"How can you tell?"
"It's stamped with the Neverhoodian seal."
"Oh."

Almost completely unknown to the rest of the world, massive forces were at work as the glacial pace of plate drift went on. Only a few telltale Signs of this that could be picked up by advanced sensor systems placed along the line by the Zorian Scientific Fleet as the pressure built. Despite going through the Hirohito institute, the data available was still deficient. But unfortunately, the acts of data collection and scientific study were not fast enough to reveil if, when and where it was going to happen. Suddenly, something gave and a massive shockwave was unleashed, an earthquake regestering as at 9.2 on the Richter Scale. From this, a massive shockwave of water moved out in all directions from the Epicenter, a sugnifigant fraction of which moved undaunted towards Adrianpolis, Terra Libertia and Saddamistan.

Naval Mobile Construction Battalion One, of the LSRN "Seabees" departed Naval Station Kingsville for Northern Canissa in support of the West Neverhood operation.
"The engineers and construction specialists will be deployed per the requirements of the Coalition Leadership in the AO." CNO Oscar Saldana said.
Assembly Minority Leader and Presidential Candidate Erwin McFibblestein condemned the measure, saying: "The deployment of the 1st Airborne to Adrianopolis was obviously not a provocative enough measure for this administration, and now we're heading straight for territory that Sehpnukistan considers it's own?"

A DOD Spokesman confirmed rumors that the Air National Guard will be re-organized in the next few years.
"At the moment the ANG has no warplanes, and its personnel are almost entirely in the support and security roles.
