Correct me if I'm wrong but, isn't that a myth? A lie? A distortion? What I remember Obama saying is that he was willing to come to an agreement regarding public financing.

He was willing to 'Discuss a publically finanaced election' with the Republican Nominee.

Of course, his campaign is publically finanaced, IE, funded mostly by small donors, members of the public.
