Eh. Just compare how they died. Data kicked the bucket fighting off a glorified "Mystery Uber-ship Of The Week", something Voyager did constantly for seven years. A nice death, but hardly anything compared to what it took to make Chewie buy the farm... a fuckin' MOON fell on 'im!

Also look at Data's speed with his hands.
In The Offspring:

Also in ST:FC and others we see Data moving his hands very fast.

In Descent pt1 Data easily picks up a Borg with one hand.

He also picks up something heavy in Times Arrow, I can't remember what it was though.

Lifting heacy objects doesn't necessarily make one the better combatant. I think this fight would be extremely close but is it a hand to hand battle? Chewy must be battle hardened especially growing up on a death trap like Kashyyyk.

If we are simply asking "Could Chewie rip Data's arms off?" then this point could hold some sway in Chewie's favour, but we must also take note that Riker asked Data if he could take the arm and that Data may have released some internal locking mechanism... Of course this is pure speculation on my part, but designing an android which couldn't lock and unlock it's limbs at will would be inefficient (if it got a limb trapped under a rock for example, it could simply let that limb fall off). In a simple "pulling of arms" I think Chewie wouldn't be able to rip-off Data's arm.

In a combat situation things might be different, but I personally have seen enough evidence (the taxi, the anvils, etc.) to be convinced that Data would be stronger than Chewie.
