Go on youtube and look up "Bump Fire". Essentially you can cause a semiauto rifle to fire at a high repetitive rate just by holding it a certain way. How is that different?

Because it's not multiple rounds being fired with a single trigger pull would be my first guess...

Exactly.
'Bump firing' (and I've done this myself) is using the weapon's recoil and your natural 'pull back' motion to cycle the trigger repeatedly.

To be a 'machine gun' under federal law, the weapon has to be capable of firing two or more rounds with a single pull of the trigger.
Bump firing is legally considered a single round fired per trigger pull.

They're talking about a blank fire adapter, right?

Probably the kind that screws on the barrel and blocks the blank going forward, so it impacts against the metal and the splinters fly out to the sides, which are open.

Nothing ought to be expelled from the barrel of a blank-firing weapon, at all, except gas and some unburned propellant.

At least, if you're using crimped blanks. I haven't seen any other kind of blanks made for military rifles, but I guess they could be out there.

Some rifles have an adjustable gas valve that can be used instead of an adapter. It's meant for launching rifle grenades with ballistite cartridges, but it may function in place of a slide-in muzzle restrictor.

Some blanks use a wooden bullet instead of a BFA to create enough gas pressure to cycle the action.
If the French use wood blanks with a 'shredder' attachment, it'd explain why the live ammo didn't blow the gun up in his face.
