The OP calls them Gypsies, not gypsies, and to make sure there's no confusion, also refers to them as Roma. They are referring to an ethnic group. The fact that they want it for Roma, whether citizens of Italy, other EU countries or recent arrivals from the East should be the obvious clue that they want to bully an ethnic minority. The man who proposed the fingerprinting made it clear that he wanted the Gypsies fingerprinted. If he wanted to fingerprint vagrants, beggars and nomads, he would have said so.Come on, read the OP. It equates the gypsies to nomads, so we simply followed its lead. If it's actually ethnic discrimination regardless of their conduct, then that's not really what the OP describes. You could argue that the OP is just plain wrong, but ranting at people who took the idea of the OP and tried to discuss it is just silly.
A number of retirees, like independent truckers, live in their vehicles for a good part of the year. My point is: How would the police tell the difference? All a Gypsy has to do is say "I'm on vacation." or "I'm a trucker." and he's in the clear. If nomads don't have licenses, registration and insurance like others are required to have, fine them, arrest them and impound their vehicles like police do for anyone else. But the OP is clear: they are using anti-social behavior by some Roma as an excuse to harass all of them. It's no different from racist assholes using the petty crime of some migrant farmworkers in the Southwest as an excuse to not only harass all migrant farmworkers (whether they actually break any laws or not), but all Hispanics, including citizens.
