"upgrade" sounds like fairly broad wording. However, when you get into the actual wording of the contract itself, it becomes very narrow. For example, the contract might call for "upgrade of DFAC to handle 2 additional Deep Fryers by installation of additional 60 Amp circuit", and thus KBR goes and installs that 60 Amp circuit.

They don't have to fix anything they find while installing that 60 amp circuit, unless the contract says "to fix any deficiencies found during this contract".

Much as I hate to say much by way of defending KBR of all people, they are (I believe) asked to provide power for a building which is then occupide by troops, who expect Western-style accomodations and think nothing of plugging in TVs, DVD players, laptops, stereo systems, wall projectors, cell phones, rechargeable batteries-- all that unknown "hotel load" there is no real way to quantify.

My own home in Boise, Idaho, was probably wired perfectly for the 1950's, when it was expected to run a handful of appliances. But it can't handle the unforseen loads placed on it today. Now, I can't have the dishwasher and the air conditioning on at the same time. A circuit blows each time.
Something about Libertarianism always bothered me. Then one day, I realized what it was:
Libertarian philosophy can be boiled down to the phrase, "Work Will Make You Free."


In Libertarianism, there is no Government, so the Bosses are free to exploit the Workers.
In Communism, there is no Government, so the Workers are free to exploit the Bosses.
So in Libertarianism, man exploits man, but in Communism, its the other way around!

You might be surprised; but that was a major problem for the Pentagon. It hasn't met the NEC since sometime in the mid fifties, and by the eighties, brownouts and blown fuzes were regular occurences, due to the proliferation of electronic equipment since the 1940s -- every secretary now must have her own computer -- which is what the pentagon renovation project was designed to fix; along with a lot of other things.
