I'm using the official facts from WotC (which is where I get all of my facts from the EU, since I cannot stand the writing styles of the authors they use), it states that the Hutts are not immune to will-based force powers, but highly resistant. Jabba's impunity to the Jedi mind trick could be because he was a wise...whatever. But Watto? Watto was pretty easily tricked in TPM, without the Force being involved. He obviously isn't very wise. There probably is an alternate explanation other than total immunity, but I can't seem to think of one at the moment.
