Not every program is that expensive. Electronics, and some basic science funding can cost somewhere around that ballpark.

These outrageous-cost things are usually a part of tehw ays funding for black programs gets buries. Contrary to popular belief, there isn't a special "black budget" that represents additional expenditure over and above what is known; all the funding is there but its buried under different headings. That's when you get USD2,000 hammers and so on. I wouldn't be surprised, for example, that the capsules in question are providing funds for (say) the development of a secure communications system or something along those lines. The capsules may "cost" USD7.6 million but the actual cost may be onlyUSD0.6 million. If there are a "dozen" of them, that means there's getting on for USD90 million for a project nobody knows about. Extend that across teh whole defense budget and one can get a billion easy that nobody knows about and can be spent on diverse things.

I'd say use parental controls to block every channel except CNN, MSNBC, and Fox News. The President will be the only person given the unlock password.

Alternatively give SECDEF the authority to yank the Premium and On Demand channels if the USAF suffers another 'procedural violation'
