The ad isn't designed to appeal to rational people.
It's put out there to solidify the Republican base, which frankly distrusts McCain and they have good reason to do so.
McCain's literally walking a tightrope in trying to throw red meat to the Kool-Aid drinkers who believe GWB can do no wrong on one hand, while trying to appear to be a 'maverick' to the independents who despise Bush on the other hand.

I wouldn't be surprised that he's targeting the Christian fundies who happened to be racists as well, given his latest "Obama is using the race card". It's like tell them: "Look, you aren't going to let some Black win the race are you?"
