I'm thinking of European designs myself, for variety if nothing else. The Grippen's ability to use any old road as a runway is also useful for my purposes. For 5th gen stuff like the F-22 I'd really like more than one manufacturer. I should point out that the Board of Directors maintains several intelligence agencies - particularly the Central Bureau of Inteligence - that are really quite good at sniffing out foreigners mucking about in the city. There've been several incidents in San Dorado's past where newcomers incited trouble (for example, the Canissian communists mentioned in the history thread), and considering San Dorado's lax immigration laws the Board felt it prudent to have lots of people on the lookout for potential future spies, saboteurs and other fifth-columnists. The CBI might'n't care about the usual riots, but that doesn't mean they don't know who's instigating them. That doesn't look like a system I came up with-- I like nice round numbers; I'd do something with like 100 points apiece or something.
For a Duchy I'd go 300 points to be shared out by all, making it possible to have 100 points apiece... or, if the Duchy in question is landlocked, to beef up Army and Air Force procurement since Navy is obviously a non-issue (like with, say, Luxembourg or something like that).
