You're referring to lower-class African-Americans in the US South, right? They do not 'insult' cities or have anything against them, actually from the 20s to 50s they moved in great numbers to the Northern Cities and were glad of the opportunity given to them and sent money back to their relatives in the South that supported them.

Racism is idiotic, stereotyped bigotry. Katrina was a monumental fuckup by the Bush administration that was seen coming well in advance, and killed lots of people. Objecting because he makes the ridiculous leap from these logical looks at the world straight to 'Never insult blacks! Even if it's logically and objectively supported!' is his stupidity.
