The question is, does most of the populace believe in the system and have hope for the future? The answer might tell you just how much corruption there is.
I'd say it would appear from Sea Skimmer's OOB that most people probably are fairly happy with the system, as the government appears to be able to deliver economically. I do bet a lot of school administrators and such receive bribes to let students into the more elite schools though. And the cop in that little story sounds like a total douchebag .

That story is in the New Sumatra Special Security Region, which owing to its status as an annexed Co Prosperty Sphere member rather then a part of Japanistan proper (not to mention the lingering insurgency) is treated more harshly then the rest of the country. Obedience to the god emperor is drummed in from birth, and just like real Imperial Japan creation of obedient subjects with ‘approved moral values’ is the first priority of the school system, above general education.
