There is no need for the MESS or the FTO for that matter, to do anything about the Coup of Coilerburg. The way I see it, one way for the Coilerburg junta to go about performing the necessary military reforms is to trade in their white elephants for more serviceable craft.
Those seven destroyers? Trade them in for corvettes and FACs. Any excess air superiority fighters? Trade them in for transports and close support fighters. Suffering from outdated army equipment? Buy newer stuff and sell the old crap back to the Velarians; those folks in al-Akharabat would definitely appreciate some proper APCs.
