Institutionalized misogynist cruelty. I'm usually all for digging the more complicated answer out from under the emotionally satisfying one-liner, but in this case, there really isn't a more complicated answer. It amounts to punishing rape victims for being raped, the same way fuckhole sandbox countries like Saudi Arabia stone them to death, and is motivated by the same impulses. I guess if you wanted a deeper underlying cause, you could say that quite a lot of this country sucks, and so do the voters in it.

I don't know why anyone even needs to ask the question. Just get into a debate with any self-styled "pro-lifer". They always trot out the stereotype of the promiscuous whore, as if that should have anything to do with the morality of the action itself. They always get upset if you insist on replacing the promiscuous whore with a rape victim, because they know it weakens their argument. And how better to deal with that weakness in their worldview than to blame the victim for rape, thus eliminating the problem of rape victims existing at all? It's what they do in Saudi Arabia after all. They also did it for centuries with Bath-Sheba; there is a long theological tradition in Judeo-Christianity of blaming her for being raped, because David saw her bathing in the nude and couldn't control himself.
