Adams Capital District

The Chester Hotel was the oldest and most prestigious lodge in Adams. It had gotten its start in 1775 by Edward J. Chester, an Oregon lodgekeeper turned Congressman who spent his money to build an expanded hotel for lodging Congressmen and their families. Today it was a large structure, six stories in height, and took up a couple of prime acres of real-estate in downtown Adams not far from Republic Park and a block away from the Second War Memorial, which commemorated the Cascadian participation in the Second War of the World and the campaigns that brought Shepistan to the negotiating table.

The Dining Hall of the Hotel, initially used by the common-lodging Congressmen present to hold out-of-chamber debates and discussions, was now rented out to corporations, associations, and other groups to use for banquets and celebrations. Today the renter was the Cascadian State Department. A fine meal of both exotic and ordinary foods was about to be delivered for the evening's banquet.

But it was not the Dining Hall where the event was now, but across the Chester in a newer addition to the structure. The Hobbs Room was a general purpose chamber used for receptions, conferences, and the like, a massive multi-purpose room with all its dividers opened to provide the necessary room for the tables that all the delegations required. Now a multitude of fine Cascadian oak tables were present, arranged in a circle around the center table where the presiding chairman of the conference would be seated with expensive chairs and other furnishings for the attending. The room had a theoretical occupancy of eight hundred persons by order of the Adams Fire Marshal and that occupancy limit was certain to be tested in some cases given the number of emissaries, aides, security men, and other assistants and myriad personnel. PDAs and normal papers were prepared everywhere as the emissaries and, in some cases, heads of state began to arrive. President Hank of San Dorado and King Brandon of the Vineyards were the first heads of state to filter in, being greeted respectfully by the attending guards.

By the time everyone was present, the doors opened and admitted President Garrett of Cascadia and his SecState, Christopher Parnell. The Cascadian President was an imposing figure in his business suit, standing at six and a half feet while being rather solid, if not stout, in build, not to mention the custom-made formal shoes he wore since such shoes were not normally made for his size.

(OOC: IRL I'm fat, yes, but my counterpart went through Army service like most Cascadian men do due to UMT and has probably kept exercise habits after leaving the service, especially as he was looking into going into politics. So I figure that aside from some growth of the waist attendant from starting to reach middle age, I'm more fit here. Oh, and like the real me, the counterpart has big feet. Huge feet. I wear US size 23, can do 22s but they're tight at first and uncomfortable until I stretch 'em out.)

The Cascadian Head of State and senior foreign policy Cabinent member took seats at the table. President Garrett, when in attendance, would be presiding as chairman of the conference, though duties of state were limiting his involvement and leaving SecState Parnell to preside in his absence.

(OOC: I know some of you are attending as Heads of State/Government for the opening, but realistically you wouldn't stay for the entire conference, not given you'd all have important (if tedious) duties to attend to back home, not all of them easily handled from a distance I'd think This isn't exactly the Versailles talks from 1919, either.)

"Gentlemen, ladies, welcome to Adams and to Cascadia. I hope you've enjoyed your trips here."

"I'm grateful that you have all accepted my offer to host this conference and am hopeful that your presence here will make any decision a globally-accepted one that will protect the continent of Frequesue from being pulled into conflicts between outside powers. The continent of Frequesue, with its abundant resources and natural majesty, must be permitted to oversee its own destiny. This is not just for the good of Frequesue, but of all nations, ensuring that the bounty of the continent is available for the entire world to invest in and trade with.

My Administration's specialists have been reviewing this case since I first proposed the conference. We have considered numerous proposals for providing a guarantee of the neutrality of Frequesue for the nations there and for those outside powers concerned of rival activities. These proposals have been laid out in the preliminary recommendations now provided to each of you" - he was referring, of course, to the packets of papers at each nation's table - "and we believe represent a basis for the conference's topics."

"Now, if there are any questions..."


Result

The Frequesue Neutrality Conference has officially started.

The basics of the Cascadian proposal is that signatory powers agree to refrain from operating military forces in the region and to myriad other terms meant to restrain attempts to carve out spheres of influence in the continent. The Frequesue Treaty Organization would guarantee the treaty, using their dominant economic and political position in Frequesue to enforce it.

That's a basic summary, I'm sure the actual proposal's articles are more wordy and full of legalese. Naturally it is not how the treaty may end up, since the point of the conference is to share proposals as well as negotiate the treaty in a way that people will sign onto it.

I leave it open for people to post reactions, though with time constraints it's probably best if we leave the conference in the background to some degree while proposals and terms are made via IMs and PMs.

OOC: This one was meant to be posted a *lot* sooner than this, but things kept coming up. The end is meant to be the conclusion of a long series of negotiations.

IC:

Haden House, Astaria

The overseer's quarters were fairly dingy, and there was no sign that they had been upgraded the last hundred years. Except of course the advanced surveillance centre, discreetly tucked away in the basement. The BOSS agents were bathed in the light from dozens of television screens, each of them showing a different part of the compound. The area beneath the overseer's quarters was in fact a warren of tunnels and smallish rooms, filled with monitors, and small beetle like men and women scurrying back and forth. Every word, every strange behaviour, every report from every slave, all of it filtered through the overseers quarters.

If anything was considered worthwhile it wound up on the desk of BOSS Brigadier Allan West. This was perhaps the most important mission of his life, but he was not very enthusiastic. For months he'd been living in a shack, which was what the overseers quarters really were. True enough there was a view, but he could only watch the trees for so long before getting bored. At least he was above ground, and not beneath it.

At last he threw the latest folder down onto his desk, and turned to his secretary, "You know Scott, more would be accomplished if we just bugged their quarters."

"That could be... impolitic Sir," Captain Scott answered.

"Impolitic... my rear end, there's too much politics already, why if we had any sense we'd take..." Brigadier West went on in that vein for a while, complaining of politics that restrained a man from doing the expedient.

Captain Scott didn't reply, he knew his superiors moods, and saying anything would only cause a longer rant.

"Bah! Diplomacy, it's all rubbish and double dealing!" Brigadier West finished.

There were times that Frederick Smythe-Pensington would have agreed with Brigadier West's views on diplomacy, if he'd been aware of them. This was most assuredly one of those times.

Sitting around the table with him were the representatives of six different states, though in three cases they were states only de jure. That of course had its advantages, since it meant you could pick whatever faction you wanted and declare it the legitimate one. Unfortunately the three other nations were quite clever enough to realise what was going on, or at least some of it.

Then there was Waleed al-Adib, representative of the San Marin Islands, educated abroad, and the only man around the table that genuinely worried Smythe-Pensington. Waleed al-Adib smiled, and gestured courteously, "And I therefore think that the slave trade must be abolished."

"Given the cultural importance of the matter, I feel that permitting each state to move a thousand slaves a year is not excessive," Smythe-Pensington said.

Waleed al-Adib held up an index finger, "One slave Sir! Even one is excessive."

"Slavery is a complicated matter."

"Not at all, it is very simple, your laws find it simple to decide who is slave and who is free, do they not? So that matter is simple. Now there's the question of moving slaves across borders, this is also simple; we know where the borders are. It's all very simple. No slaves should move across the borders, simple enough no?"

"Yes, and no, there are certain circumstances under which," Smythe-Pensington hesitated, "It is expedient to transfer slaves." Needless to say those circumstances were using slaves as bribes.

"Ah yes, circumstances," Waleed al-Adib said, and smiled, "There are always circumstances are there not? However no, let each state guilty of transferring a slave pay a stiff fine on each and every slave. Moreover these sojourning rights that were proposed, they are so ridiculous I believe it must be a joke. We will never consent to sojourning rights, the moment a slave steps onto San Marin soil that slave is free! Moreover we will not join any treaty that fails to accept both of these points."

Feeling flustered Smythe-Pensington pushed a bit harder than he intended, "Any nation who wishes the friendship and good regard of their neighbours, especially in such turbulent times, ought to be more flexible."

"Ah yes," Waleed al-Adib said, still smiling, "We have many friends we can make arrangements with, and without being as flexible as to have no spine."

There was nothing to do, pushing on would only weaken Astaria's position further. So it happened that a small backwards nation managed to do what all the great powers had failed to; end the Velarian slave trade.

Astaria's second suggestion, that a simple majority vote should enable an intervention in the alliance parties was also shot down. Zayd-al-Lat Al-Fayeed of al-Ghazzara was definitely smart enough to see where that could lead, "It is unacceptable, unacceptable in its entirety, may al-Lat inflict me with madness if I speak falsely now! This is nothing more than throwing sheep to a lion!" To this Waleed al-Adib only smiled and nodded, but he was no more flexible on that issue either.

The negotiations stretched out nearly indefinitely, every concession was like pulling a lions tooth; the risks and sacrifices hardly seemed to be in proportion to the gains. Money, bribes, development aid, military aid against rebels, and so forth and so on. If not for the clever use of bribery nothing at all would have been accomplished. For one there was Bissauru, but Bissauru was after all Bissauru.

It was a quiet morning when Aflah al-Yusr and Smythe-Pensington went for a walk in the large park that surrounded Haden House. They stopped beneath a tall flowering tree, from which fell a slow drizzle of petals. The air smelled fresh and fragrant, even the ground beneath them was covered in petals.

"They call this a Desiree tree, they say it can grant your hearts desire," Smythe-Pensington said.

"Yes, we have the same tree in Bissauru," Aflah al-Yusr.

"That is something we have in common then."

"Yes."

"And our mutual struggle against colonialism!"

"Our struggle is still in living memory."

"Still."

"How do we know you don't want our oil?"

"Did we interfere when you granted contracts to foreign companies?" Smythe-Pensington didn't add 'Or when you nationalized some of their assets.'

"Ah, but you have your own oil, and no one will trade with you anyway."

"True, but that is why we are so much more appreciative of the friends we do have."

"I see."

"Tell me now, beneath the Desiree tree, what does Bissauru want?"

"Peace, trade, development of our natural resources, we have the noblest desires for our people. Unfortunately colonialism is everywhere, and espionage! I wish only that such obstacles to our progress were gone."

'Yes that must be why your oil income is a national secret' Smythe-Pensington thought, but aloud he said, "Perhaps we should make a contribution to your countries happiness."

"Perhaps..."

"Ten."

"Ten?"

"A year."

"Aaaaah! Twenty."

"You'll vote our way of course, whenever we ask."

"More."

"You are a man who seems to be trusted by the president," Smythe-Pensington said in a friendly tone, "And yet unappreciated. We would appreciate if you explained that twenty was all you could get."

Aflah al-Yusr smiled widely, "How much?"

"I'm sure we can work something out."

Thus little my little the Treaty for Velarian Trade, Stability, and Defence (VeTraSDef) was hammered together. Along with a few minor basing rights on the side, though they were not part of the treaty proper. The solemn signing was of course broadcast all across Astaria and Velaria, while the rest of the world hardly seemed to pay attention.

This is mainly a paraphrase so you will know what's in the treaty, I am not bothering to go into any great detail.

1. The member states are Astaria, Hadhramara, al-Ghazzara, Aylaniyah, San Marin Islands, Zakariyah, and Bissauru.

2. The members commit to mutual defence, in that an attack on any of their Velarian holdings will be seen as an attack on all. Pretty similar to NATO article 5.

3. To facilitate trade tariffs are restricted to 10%, various measures must also be taken to protect private property, and investors rights.*

4. The members commit themselves to fighting piracy, brigandage, and the slave trade in Velaria. Any nation found to have aided in the slave trade will be fined $100 000 per incident. The money will be assigned to the VeTraSDef development fund.

5. The VeTraSDef development fund shall be used to create a railway linking all the continental states in the alliance. Further to create roads, ports, airfields, promoted education, build hospitals, sewers, and other services or improvements as needed.**

6. The members commit themselves to aiding each others legitimate governments against overthrow.***

7. New members may be admitted with 2/3rds majority, rounded down.

8. Member states may be excluded or be subject to other sanctions for failure to create a functional government, or repeated violations against the previous sections, where no other punishment is specified in said section. No sanctions may be imposed without 2/3rds majority, rounded up.***'

* This will probably lead to some increase in trade, but in reality the corruption and poverty of the region means that this is a fairly dead letter.

** Basically this is Astaria promising lots of nifty bribes to anyone who plays along.

*** Read Astaria, and a few show units from other countries, will send gunships and airborne troops to blow up rebel troops. Another de facto bribe, though one that is likely to be used carefully, after all no one feels too comfortable with foreign mercenaries around.

**** It is very, very hard to impose any kind of sanction, no one would have signed otherwise.

In addition the following basing rights are granted:

1. Two bases, one on either side of the straights between Hadhramara and al-Ghazzara. A SOSUS lite system links the two bases, who are equipped with SAM and anti-shipping missiles. Various restrictions apply on troops numbers.

2. A radar station and an airfield on the San Marin Islands. Both are subject to restrictions on manpower, and the airfield may not be used for armed craft without the consent of San Marin.

3. Two radar bases on the east coast of Hadhramara. Various restrictions do apply.

In Cascadia

While the big Frequesue Neutrality Conference was beginning, the Peace talks between the Sabika, Omango and Coilerburg and Indhopal were dragging on in San Magdalena. A team of negotiators drawn from Parliament and the diplomatic service represented Indhopal.

Indhopal mainly wanted to try to settle any long term animosity between Coilerburg and its neighbors. To that end, Indhopal was pushing for a very light peace deal. Indhopal was offering economic aid and security guarantees to Omango and Sabika. Eventually it was hoped the two states could be put on the road towards FTO membership.

Omango and Sabika’s military's had been savaged during the war. Indhopal would not give them aid if they attempted to re arm with "offensive" weapons. (No bombers , a limited number of other aircraft and a limited number of armored vehicles). Indhopal also made it clear it would not tolerate any further aggression by Omango or Sabika.

A lot depended on what the other parties wanted from the peace deal. It was not certain how the new junta in Coilerburg would react; they might want to humble Omango and Sabika with reparations or some other measure sure to continue the conflict. On the part of Omango and Sabika, they might still want revenge on Coilerburg. Indhopal was hoping the lure of FTO membership would be enough to end their hatred. Indhopal was also trying to convince Coilerburg to be willing to give up concessions, such as apologies for Iler's past misdeeds, if it would end the conflict for good.

Indhopal Begins New Phase of Operation Stabilizer

The new phase of Operation Stabilizer was meant to foster long term security and take care of the needs of the local populace. By building up local infrastructure and government in secured areas, Indhopal hopes to bring peace and security to the CFR bit by bit. The eventual goal is to turn the CFR into several self governing principalities.

Working with local groups is a vital part of the plan. Groups such as the Winter Army and Yorkshire Militias, which have shown a willingness to work with outsiders, are being given places in the rebuilding effort and a strong voice into what the regional governments that are to be formed will look like.

Right now the focus is on providing the basics such as food and medical care to the thousands of citizens of the CFR who need immediate aid. Distribution is proving to be a big problem, as aircraft are the only way to travel quickly due to the atrocious state of the transportation infrastructure.

The road to recovery in the CFR is expected to be long and hard. Banditry is still a huge concern over much of the country, and in the North the FTO is fighting the Revolutionary Front in open battles. Years of hard work, with no garuntee of success, lie ahead.

ANNEXATION ANXIETY ALLEVIATION

The recent unification of the United Socialist Shadow Republics has been the cause of great anxiety and unease in Shroomania and PeZookia. Many politicians in both nations have denounced the unification as an annexation, and have cited the parallels between these developments and the prelude to the Second War of the World - where the Shadow Empire waged its war against the allied nations, including PeZookia and Shroomania.

Prime Minister Shroom the 777th, who is currently also leading efforts to warm up relations between the Crimson Star Republic, is attempting to defuse the situation. The USSR is an ally of the CSR, and is a founding member of the Slavic National Confederation - an alliance that also includes PeZookia.

"I believe that I speak for many of us in expressing our concern over the recent developments in the former Border States. Their reunification with the USSR was a surprisingly quick development, and the lack of foreknowledge has caused a great deal of unease on our part. Many have called this reunification an annexation, and are thus understandably worried," the Prime Minister said.

"While we must not draw hasty conclusions from this, and while we must note that the regional governments of the Border States did accept their entrance into the USSR, I must caution the USSR and Premier Shady against any further unilateral actions in the near future.

"While the Old Continent has been at relative peace for more than half a century, such events such as this may be cause for misunderstanding - especially when not all sides are informed of the actions one party is undertaking. In a time of such tenuous stability, we can hardly afford to have misunderstandings and mistakes.

"I cannot say that the Shroomanian government has not been alarmed over these events. And I cannot say that the PeZookian government, which shares a border with the Border States, have not also experienced apprehension over the USSR's sudden actions.

"But what is done is done. However, the Sovereignty of Shroomania would like to ask the Slavic National Confederation to send personnel to observe the reunification procedures. The Border States were rife with turmoil, and I believe that there must be international oversight and consultation in the Shadows' peacekeeping to ensure the stabilization's success.

"If the USSR and the SNC do not oppose it, the Sovereignty of Shroomania would also like to send its own people to aid in the restoration and reunification efforts."



Results
Shroomania is worried over the Shadows doing these things all of a sudden, without international consultation and such. Particularly when this annexation and land-grab just happened right beside PeZookia.

Shroomania is asking the SNC to send observers and watchers to the Border States, to make sure the Shadows don't start erecting concentration camps and ovens to take care of undesirables in their pursuit for Lebensraum and finalized solutions and all.

Shroomania would like to send its own people to keep an eye on things, of course.

We've stated the above requests in a nice and PR-approved manner, as to not offend Shadow sensibilities.

SHADOW SELLOUTS

The United Socialist Shadow Republics have made several purchases since their controversial reclamation of the Border States.

The first is a mass purchase of armored vehicles for their Half-Million Man Army. The Shadow Army is a highly mechanized force, but even then, their infantry need vehicles other than tanks and APCs - yet with the ever present threat of insurgent attacks, improvised explosive devices (IEDs) and landmines, these light vehicles must still be adequately protected.

The second purchase is one for BAM-designed airships, particularly telecommunications variants. The Shadow Ministry of Truth and Education have made a special request for the outfitting of massive telescreens and sound systems for their order of low-flying dirigibles.

The Shadow Air Force has also made another special request for a series of heavy-lifting dirigibles.

Duke James was extremely amused by the lengths to which the nation could cheerfully go in the name of celebrating his birthday. Before Q whisked him off to...Wherever-this-was, the parties he'd had were nowhere near this level of complexity.

As if to punctuate the thought, a salvo of fireworks exploded into a rough approximation of the Baernish flag some three hundred feet above the Fortress. James leaned against a railing of the balcony on which he stood, savoring the sea breeze in a short break from the dancing inside. Nearly the entire nobility of the Duchy had arrived, straining the Fortress's Reception Hall to capacity, especially when one added the officers of all the ships and Army units currently stationed in Fortress Baerne. One of these, a naval officer by the black uniform and gold piping, had apparently noticed her Duke's absence and was coming over to join him.

"Your Grace. Enjoying the festivities?" Her pleasant voice hinted slightly at a laugh.

"Captain." James responded, glancing quickly at her collar. "I don't believe I've had the honor."

"Captain Elizabeth Seagrace, Sir, of Your Grace's Ship Isabella. We've just been released from Forgeville Yards for the inspection cruise."

"Ah, the carrier we bought from Byzantium. Was it part of your air group participating in the air show this afternoon, by any chance?"

"No, Your Grace. We had a problem with the catapult just before they would have launched, but 101st Squadron was kind enough to take up the slack." A rueful grin. "Of course, finding these sorts of things out is the purpose of the inspection cruise, so I suppose we should be thankful."

"Better a failure to launch for an air show than for a battle, certainly. Have there been other problems?"

"No mechanical ones, Sir. We had a bit of difficulty adapting the Byzantine computer systems to FTO protocols, and there was a duel last week - not fatal, though."

Ah, yes. One of the many Baernish peculiarities was that dueling was completely legal, even to the death.

"May I inquire as to the cause?"

"Apparently a midshipman said something about Countess Truman, without realizing that the person he was talking to was her cousin. He'll have an interesting scar after his face is finished healing. Those old sabers do cause a lot of damage."

"So they do, so they do. I think we really must get back to the party now."

"Of course, Your Grace."

Result: National Feel-Good Week is a success, introducing the BDN's very own Kitty Hawk-class carrier, and an expose of Baernish dueling.

Somewhere in northern Sjenska

Running the SS Mr. Squeaky was a multinational affair. The ship sailed under the flag of the Costa de las Cinco Muertes, was crewed by men from such interesting places as Klavostan, Sabika and Shepistan, and had been leased through a seedy charter office in a back-alley of San Dorado by a Shroomanian holding company. Even to captain Al-Faisali it was unclear who exactly owned that holding company, but what he did know was that he stood to make copious amounts of money off this shipment, so he was not asking too many questions.

The ship was docked now, the deck hatches had opened and cranes were already swinging into motion to begin unloading of the cargo. The small port was famous among gun-runners: even during the days of Sorjan Karic no-one had paid attention to what was being brought in and out of the country from here, and in the chaos of the Shadow take-over that had understandably not changed much.

Slowly, big wooden crates rose up from the hold, one after the other. On the quay, the first rusty trucks began to arrive to take them away. Dangerous-looking men stood on watch, wearing kaftans and beards and AK-74 rifles or RPG-7s. Mujahedeen scum, thought Al-Faisali. Thousands of extremists were flocking into the border states: Vulpesian ultranationalists seeking to establish a Greater Vulpesia, mujahedeen from the caliphates, mercenaries of all stripes, orthodox extremists for whom not even the Patriarch of Byzantium was rigid enough, anarchists, hell even Shepistani deserters like him believing they could make a quick buck before retiring to the IRT were coming here. Then there were Karic' loyalists who fought to regain control over the country, local communities who armed themselves because they didn't trust the Shadows, at least half a dozen communist groups believing only they had the right brand of Marxism... To Al-Faisali it sometimes seemed every bastard on earth was looking to get in on the action in the Border States.

Still, for him that only meant big business. Because the Mr. Squeaky was carrying guns: lots and lots of guns. Assault rifles, RPGs, MANPADs, mortars, a few million rounds of ammo, explosives, hell he even had a set of light field guns in the forward hold. Some of it was antique crap bought off corrupt Japanistani officials, some of it came all the way from Frequesue, and some of it was brand-new IRT manufacture. And all of it was typically sold within hours of pulling into dock. The captain didn't want to know where all of it went, so he didn't ask any questions.

Al-Faisali shook his head. The Border States seemed fairly peaceful so far, but that was only because everyone was still up-arming like crazy. Once the extremists, nationalists, fundamentalists and other asshole –ists were done strapping guns onto themselves, the USSR occupation forces would be in for a nasty surprise...


Result: Nutjobs of every sort and stripe are flocking to the Border States hoping to stake out a territory of their own. Gun runners follow suit. Have fun, Shady :wink:.

The Articles of Union

Preface

With the Success of the VEIL, We of the governments of the Federated Republic of Eutopia, and the Kingdom of Vineyards present to the people of our states, an opportunity. We face a chance to change the course of History. We face a chance to unite in the name of our Homelands, while retaining cultural identity. We face the greatest opportunity ever given to our corner of Frequesue. If ratified, this will give us, the people, a chance to put down arms, and join together, in the name of unity, defence, and industry.


Article I

The Operation of the Federal Kingdom of the Southern Peninsula’s Executive branch would be primarily changed from the current systems. Instead of each nation having one acting executive, they would send a representative executive to an agreed upon national capital, either New Constantinople (Not Istanbul) or Sheoth Isle. The national partitions would also be changed, recognizing a democratic regime in the area known as Mining Country. These executives would meet in the designated capital, and make decisions as a council. The regions would still determine the executive as they have in the past, but now the executive would work with their two colleagues to operate the greater country.

Departments, when applicable, would be merged and rearranged, to better reflect the Federal Kingdom’s structure and unity. Overlapping organs would be merged to an acceptable level, and organs that partially overlap would be split and merged into organs that would receive these duties if not for the other organ.

Article II

The Legislative Branches of the Kingdom will not change, they will continue to propose legislation that affects their own area, and offer it to another legislative body for acceptance. At other points, if called by the executive council, all of the legislatures will meet in the capital not designated the executive capital, in order to act as the Grand Assembly, which makes laws for the whole of the Kingdom. These Grand Assemblies are not necessary for overall legislation, if all of the legislatures pass a law it is a Kingdom-spanning law regardless.

Article III

The Judicial branch will only get a single higher, cross Kingdom Jurisdiction Court, that only directly rule cases between the three entities that make up the executive council. Other than this, they may only act upon appellate jurisdiction.

Article IV

The Federal Fiefdom of the Southern Peninsula would be considered only one nation, not a multitude of nations, or an association of states. During integration, it will be determined which international agreements will be kept, and which will be nullified.

Article V

These articles need a two third majority of the people, in the form of Ratification Conferences in Territories’ Capitals, and a national holiday on the day of ratification in order to allow people to get out a voice their opinion.

Article VI

The system for integration would be a five year plan, with the ability to continue if it goes off schedule. A single year will be devoted to a state where no new international agreements can be reached, as during that year, decision will be made regarding International agreements, what Trade and Foreign Relations organ will survive, and programs to be paid for. After this year hiatus from new agreements, the country may go back and continue making international agreements.

This is not to say the current agreements will be ignored, unless they are chosen to be nullified.






The Articles of Union were sent out via mail, internet postings, and rigorous advertising campaigns across the intended sphere of importance.

Massive troop movements reported

The process of stabilizing the new USSR territories has already begun. We have received news that the current number of Shadow Soldiers in the regions is just over 100000. These troops will be joined by 200000 additional soldiers and additional armour and air support.

Members of the former Sjenska Army are in the process of being integrated into the armed forces of the USSR. They will be based in the Sjenska Region and placed under command of General Alexander Romanov. Armed forces of the former Republic of Rohan and Sargonia have also begun their integration into the forces of the USSR and are currently under the command of USSR General Marzaq.

Rebuilding the Border Regions

The Government of the USSR has began developing a plan to improve the infrastructure and economy of it's new territories. Major investments will be secured in order to open new factories and provide jobs for the local populace. The Government is even considering allowing companies from other countries to invest in the region.

At the last moment, the Duchy of Langley decided to send a special envoy to the Frequesque neutrality conference. Considering the rather considerable influence the wayward Knight of Rounds Gino Weinberg now had on affairs in the Central Frequesque Republic, Lelouch saw it fit to dispatch the one person who knew Gino best: Dame Anya Alstreim.

Once upon a time, Anya was herself a member of the Knights of Rounds, one of the last (alongside Gino Weinberg and Suzaku Kururugi) to join the junta before the 2007 coup and the youngest of the group (she was only 15 in 2007); she also held the distinction of being the only Knight to betray the junta and join Lelouch's side during the coup. When the dust settled, she was allowed to keep her title of nobility; while the other Knights were either incarcerated or dead, Anya kept on living it up at the Royal Palace alongside her unlikely benefactors. Despite not having an official government position, she was often dispatched to various meetings by Lelouch and General Secretary Ashford as a representative of the Duchy.

The Langley Air Force VC-137C carrying Anya arrived at Adams International Airport just a day before the conference was to start; with nothing to do prior to the conference, Anya simply decided to go sightseeing and take lots of pictures. When the conference was finally called, Anya was one of the first to arrive at the Hobbs Room, laptop and camera in hand and in the company of a Langley Royal Guard detachment.

At the Frequesue Neutrality Conference.

Indhopal had looked over the basic outline of Cascadia's proposals for frequesuean neutrality and liked them. Indhopal most certainly did not want the region to be turned into a military park.

The fact that the CSR and Tian Xia already had a large military presence in Frequesue meant that the area was being used as a military staging area for the great powers already. Realistically, Indhopal felt the best they could get from the talks was an agreement on the part of Tian Xia and the CSR to limit their forces in Frequesue and get a commitment from the great powers not to mettle in the domestic affairs of local nations in Frequesue.

Indhopal also laid out its two major goals for the continent. The first goal was to bring stability to the CFR by assisting local factions break up the nation into autonomous regional governments. Profits from areas such as the western Diamond field of the CFR were to be shared between the various factions. Right now Indhopal was administering the diamond mines, but they hoped to be able to move to a more impartial system soon.

The Second major goal was to get a peace settlement between Omango, Sabika, and Coilerburg that would lead to a lasting peace. The hope was to eventually bring Sabika and Omango into the FTO if they wished to enter the organization.

Indhopal also had the following questions for the CSR and Tain Xia:
-What is the purpose of the large forces they have posted in Frequesue?
-What are their intentions in Frequesue?

At that, Sheppard snorted. "Not advance beyond the current line of Control? I guess that means you won't be attacking out of your North Shepistan Beachhead."

At that, Lonestar gave him a baleful glare. Several days ago, the MESS had tried a combined air/amphibious assault on Shepistan's Northern Coastline, with 25,000 Marines from various MESS militaries backed up by three carrier battlegroups and heavy land based air. As part of the process; II (Airborne) Corps of Canissia had been dropped behind the invasion beaches; some 20,000 paratroopers in total.

ED NOTE: It takes about 30-40 modern/large amphibious ships to lift a division, depending on how much equipment it has; and the MESS has about 55~ large amphibs, so I figured about a division or two's worth would be put ashore; they can cram a lot of people into the transports and overload them.

As for the airborne contigent; I picked Canissia; because she had a very large heavy transport fleet (96 x C-17s; 96 x C-141s, 96 x C-5Ms); allowing for unity of command, instead of five different paratroop forces jumping out of five different air force transports


It had taken place at night for additional security for the paratroopers; but that hadn't been enough.

What people were calling the bloodiest day of the World Wars had occured that night. The Shepistani Air Force had taken to the skies that night and in the days that followed to contest control of the air; and had lost hundreds of precious aircraft; but had inflicted heavy losses in return.

But the worst had fallen onto the invading troops of the MESS. As the Canissian paratroopers had approached their dropzones some 30-40 miles inland; their transports began taking heavy losses from light MANPADs as well as regimental air defense assets that the Shepistanis had kept in the area. To add insult to injury, despite the heavy F-22 and F-18E escorts, one or two (nobody was sure of the number) Shepistani MiG-17s had gotten into the transport stream, and shot down several C-17s before being shot down themselves.

As the paratroopers floated through the night skies, silhouletted by explosions and burning transports; many were cut to pieces by Shepistani flak emplacements firing through imported Japanistani night sights. 14.5mm, 23mm or 37mm, the caliber didn't really matter. Their effects were deadly enough; and there had been too many light flak emplacements to really suppress, short of carpet bombing the place.

Those who made it to the ground soon were introduced to a new horror; massed chemical bombardment by BM-21 rocket launchers firing on pre-registered grid squares with payloads of dusty VX and Mustard. Near major population centers; Sarin was the gas of choice; as it was far less persistent than other war gasses.

The Canissian commanders had prepared for such an eventuality; going so far as to order that this drop would be made in full MOPP 4 protective gear; no matter what the cost; but many paratroopers lost parts of their suits or tore them in the windblast as they jumped from their transports; and found themselves choking to death on the ground, scrabbling for the syringes of Atrophine each carried for this eventuality.

Almost at once from the moment the first paratroops hit the ground, they came under fire from Shepistani Reserve Milita; who were quickly wiped out either by the paratroopers' own rifles or by the billowing clouds of chemical weapons.

Despite the general fecklessness and near uselessness of the milita, they slowed down the rate of linkups between each drop zone, forcing the paratroopers to expend precious ammunition and more importantly, the precious hours of darkness before the sun rose.

At the same time; the MESS had begun the invasion of the beaches; with LCACs, Amtracs, and helicopters pushing off in the dark night towards the enemy shore.

Despite an intense pre-invasion bombardment in the hours before the invasion by the attack planes of the invasion fleet, far too many bunkers along the coast were still unharmed; much of the precious guided munitions of the fleet having been expended in destroying large amounts of old 1940s bunkers which appeared to be manned through the expedient of kerosene heaters and fake guns in each one.

Through their night scopes; the defenders began to launch a hail of ATGMs at the oncoming LCACs and Amtracs; and MANPADs at the helicopters, downing or sinking scores. In return, the ships of the invasion fleet, lying offshore began to volley off naval gunfire at the bunkers, guided by OV-10 Bronco FACs that had been launched from some of the Wasps.

Amongst the conventional HE shells were a large number of chemical shells, and soon the beaches were blanketed in chemical death; and the defending bunkers began to fall silent, some knocked out by 5" Naval Gunfire, or by the chemicals seeping in through their NBC filtration systems -- not all of them had been perfectly maintained by Shepistani reservists.

As the first Amtracs and LCACs reached the line of low tide on the beach, explosions began wracking the ocean surface as the anti-invasion mines that had been sown years ago by the Shepistanis began detonating; their explosions ripping out the hulls of LCACs and capsizing Amtracs with full loads of marines aboard.

Still though the Marines came; for "give up" was not in their dictionary, though they should have looked hard for it.

The BM-21 systems that had been held in reserve began firing on the beachhead, scattering DPICM bomblets and chemicals across the beaches, having been ranged in long ago. Amtracs exploded and began to burn all across the beaches, as men ran across the sand, trying to find any cover from the hail of rockets falling on top of them; for if you survived the fragments from the conventional rockets; they would cut open your MOPP suit and leave you vunerable to the clouds of dusty VX and Mustard that were being laid down in ever heavier blankets.

By the time the sun rose on the burning, tortured landscape below; casualties on both sides were estimated to be around 25,000 conservatively, with another 35,000 or so civilians having become casualties due to heavy and indiscriminate use of chemicals by both sides. Whole regions had been rendered uninhabitable for weeks, perhaps months by chemicals.

Yet, in the face of it all, the MESS Marines stood on tenaciously onto their beachhead fifteen miles deep into Shepistan; giving as good as they got. However, the airborne operations had become completely unhinged; as the paratroopers were split up into ever smaller and smaller pockets by increasing amounts of Shepistani reserves pouring into the area.

By the night of D+3, casualties for both sides stood at 45,000, with no end in sight; and the civilian population in the area, numbering some 100,000; had virtually all become casualties of war.

"The North Beachhead's stalled; but every three days, a MESS division detrains at Norfolk. Think about that, Shep." replied Lonestar grimly.

Tenenbaum had just soldiered on through the conversation right next to her, "In regards to the CSR and Tian Xia military forces stationed in Frequesue, as long as they keep within the territories that are theirs, I believe everyone is happy. Though we would like to know if the CSR will open these 'Deep Jungle Airfields' to nonCSR commercial flights? For example, if a pilot, travelling through the narrow lake that infringes on no ones airspace, happen to recieve engine trouble, would they find a safe landing zone in the AFSR, or would this private citizen, travelling from say Indahopal to the Vineyards, have to try to continue on toward a Vinish airfield?"
