My computer used to Chirp at me at the desktop (not a beep, a chirp) but now I can't even get TO the desktop. I can run safe mode for awhile, but then the compy locks up. also, there is a high-pitched whine? it does not appear to be the HDD because It's running quiet and in safe mode, all my data appears to be intact.
I think it's either the PSU or the GPU - If it's the GPU (a Ge Force 7800 GS OC) I was looking at the ATI VisionTek 2400 (AGP) to replace it. Is that card about the same, definitely worse, or definitely better than the 7800?

Many video cards have some kind of noisemaker integrated that makes loud sounds when the card isn't receiving sufficient power. If the sound is in fact coming from the video card, there may be something wrong with your power supply, the power connector on the video card, or the video card itself may be going bad.
If the sound isn't coming from the video card buzzer it could be a coil on the video card or motherboard going bad.
Radeon 2400 is significantly weaker than 7800GS. 2600 would be much closer, significantly better in newer games. All of these are very low power by current standards.
