If you were to say something about Chinese people who happen to live in a particular area of China (like "people in this remote province are backward" or "mainland Chinese people smoke way too many cigarettes"), that might be totally valid, because regions tend to have distinct cultures. Saying something about all people of Chinese descent, regardless of where they live, is pure racism.

The fact is that there is real evidence for this: the South (by which people typically mean the traditional "Deep South") has a lot of real social problems. In addition to serious racial segregation issues, they have the worst obesity problem in the nation, the strongest religious fundamentalist problem in the nation (they don't call themselves the Southern Baptist Convention for nothing), etc. They don't rank well on education either, and Morgan Quitno's "most livable state" award, which is based on crime rate, education, infant mortality, and a lot of other factors, pretty much tells the tale.
